Typically <br />distribution can be considered service to the dwelling unit. <br />There are two major distribution lines on this project, 1 kv line <br />on Vineyard Avenue and 60 kv line which runs through the back of <br />their property which will be enlarged to 220 kv in the future. <br />They have worked with PG&E and they are changing the existing 30 <br />feet easement to be realigned so that it will be in a striaght <br />line. Staff's recommends that the street pattern be reconfigured <br />to coincide with the PG&E easement. When the street pattern is <br />reconfigured the entire concept is destroyed. He reviewed the <br />street pattern and easement on the renderings. Mr. Okamura <br />indicated that it is his understanding that one of the things Mr. <br />Bartelson had mentioned in changing an overhead and his <br />understanding in talking with his staff is that the 12 and 60 kv <br />lines remain overhead. Staff has no problem if they wish to <br />maintain the existing street pattern. The same item was spoken <br />to by Zone 7. Chairman Wilson asked Mr. Bartelson about <br />paragraph 29. Mr. Bartelson said that paragraph 29 is okay if <br />you consider it the typical service as you think of the <br />electrical services to the dwelling unit. The paragraph has been <br />changed to "as otherwise approved by staff" so that has been <br />taken care of. Mr. Bartelson addressed Condition No. 42 - staff <br />is asking for curbs and sidewalks on one or both sides. They <br />don't agree with that but will not oppose it. They would like to <br />at least put curb in and have it be rolled curb. Private 24' <br />drives they like rolled curbs with sidewalks along one side. Mr. <br />Okamura said that this will be okay. When more than one house is <br />on a private street it makes it a lot nicer on a 24' street to <br />include sidewalk on one side. No. 45 is the same is what was <br />brought up by previous applicant and my client feels that they <br />would be agreeing to a blank check and will just put our trust in <br />the City that it will be a fair amount. Chairman Wilson <br />indicated that Planning Commission has nothing to do with money <br />charged. <br />Commissioner Innes asked about the City's liability should the <br />power lines snap and hit a kid or a car. Mr. Swift indicated <br />that houses are not allowed to be allowed in the easements of <br />those big power lines. Commissioner Innes addressed the <br />aesthetics of the overhead wires. Mr. Bartelson indicated that <br />the Quail Creek for undergrounding the wires was $350,000 for the <br />60 kv. The 220 kv is put in who knows what it will cost. Mr. <br />Harris stated that the same line right now goes to the mobile <br />home park. Aesthetically it would be nicer to have all lines <br />underground but one has to look at the practicality of it also. <br />Larry Bartelson stated the lines would be put on three poles. <br />Commissioner Lindsey said that this project is designed for lower <br />and medium income housing and sometimes one has to give up <br />something to get the other. Commissioner Innes said it appears <br />to him that if they go behind the mobilehome park they could make <br />one minor bend at the center and come down where they want to go <br />anyway. He asked if this has been discussed specifically with <br />PG&E. Mr. Bartelson said it has. It was discussed with the <br />previous Quail Creek people and this project as well. <br />- 13 - <br />
