Minutes <br />Planning Commissio <br />5/22/85 <br />furnished to the Commission. He indicated that in November 1984 <br />a resolution was drafted requiring traffic assumptions to be <br />available for any individual or traffic consultant who wanted to <br />review them. Mr. Okamura stated he didn't recall the resolution <br />but the traffic assumptions have been sent to Wilbur Smith and <br />staff is planning to meet with them in a couple of days. <br />Commissioner Innes stated that TJKM has called for two changes, <br />which he would consider major, to be made in the assumptions. <br />Chris Kinzel, TJKM, stated that a review of traffic counts <br />indicates a need for redistribution of traffic considerations. <br />The original traffic assumptions were adopted November 1984. He <br />discussed the increase from 1650 per lane to 1800 which is a 10% <br />increase. He anticipates that the changes from 1984 will be <br />changed considerably. Commissioner Innes asked about the <br />difference in peak hour traffic counts. Mr. Kenzel explained <br />that previous data was derived from Caltrans and average figures. <br />The assumptions TJKM are putting forth are now based on the first <br />ever analysis of conditions in the Pleasanton area based on <br />conditions as seen in the field vs. published figures previously <br />used. <br />Chairman Wilson asked if there are currently any intersections <br />that are LOS F. Mr. Kinzel indicated Hopyard Road at Owens Drive <br />has a high LOS and that while improvements are under construction <br />the LOS will probably be E or F, but that this should be changed <br />as soon as the improvements including the interchange have been <br />accomplished. <br />The Commission agreed to the continuances. <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Innes asked about Site 2 of Hacienda Business Park <br />and the recent modification granted allowing the building to be <br />set back on the site. Mr. Harris explained that the architecture <br />of the building hasn't changed except that the split face block <br />is now changed to go the corner but he didn't deem that a major <br />change. Two rows of parking have been brought to the front of <br />the building and parking offered at one space for 249 sq. ft. <br />Commissioner Innes asked if staff had a new set of plans. Mr. <br />Harris said they do. <br />Commissioner Wellman asked for a status report in working with <br />the post office. Mr. Harris indicated that staff intends to meet <br />with the post office rather than writing a letter. Mr. Okamura <br />confirmed that Mr. Warrick had given him this assignment. <br />Commissioner Wellman had concerns with two lanes going north and <br />one going south in front of Amador High School. She would like a <br />study to be made of the bike lane or moving it onto the sidewalk <br />to accommodate traffic. <br />- 2 - <br />
