Minutes Planning Commissio 5/22/85 furnished to the Commission. He indicated that in November 1984 a resolution was drafted requiring traffic assumptions to be available for any individual or traffic consultant who wanted to review them. Mr. Okamura stated he didn't recall the resolution but the traffic assumptions have been sent to Wilbur Smith and staff is planning to meet with them in a couple of days. Commissioner Innes stated that TJKM has called for two changes, which he would consider major, to be made in the assumptions. Chris Kinzel, TJKM, stated that a review of traffic counts indicates a need for redistribution of traffic considerations. The original traffic assumptions were adopted November 1984. He discussed the increase from 1650 per lane to 1800 which is a 10% increase. He anticipates that the changes from 1984 will be changed considerably. Commissioner Innes asked about the difference in peak hour traffic counts. Mr. Kenzel explained that previous data was derived from Caltrans and average figures. The assumptions TJKM are putting forth are now based on the first ever analysis of conditions in the Pleasanton area based on conditions as seen in the field vs. published figures previously used. Chairman Wilson asked if there are currently any intersections that are LOS F. Mr. Kinzel indicated Hopyard Road at Owens Drive has a high LOS and that while improvements are under construction the LOS will probably be E or F, but that this should be changed as soon as the improvements including the interchange have been accomplished. The Commission agreed to the continuances. MATTERS INITIATED BY COMMISSION MEMBERS Commissioner Innes asked about Site 2 of Hacienda Business Park and the recent modification granted allowing the building to be set back on the site. Mr. Harris explained that the architecture of the building hasn't changed except that the split face block is now changed to go the corner but he didn't deem that a major change. Two rows of parking have been brought to the front of the building and parking offered at one space for 249 sq. ft. Commissioner Innes asked if staff had a new set of plans. Mr. Harris said they do. Commissioner Wellman asked for a status report in working with the post office. Mr. Harris indicated that staff intends to meet with the post office rather than writing a letter. Mr. Okamura confirmed that Mr. Warrick had given him this assignment. Commissioner Wellman had concerns with two lanes going north and one going south in front of Amador High School. She would like a study to be made of the bike lane or moving it onto the sidewalk to accommodate traffic. - 2 -
