Minutes <br />Planning Commission <br />March 13, 1985 <br />PUD-85-1, Devor Nurseries <br />Application of Devor Nurseries for Planned Unit Development <br />zoning and development plan approval for 95 single-family paired <br />units and 65 single-family detached residential units on an <br />approximately 25.5 acre site located south of Mohr Avenue and <br />east of the Southern Pacific Railroad right-of-way. Zoning for <br />the property is "A" (Agricultural) District. <br />Mr. Harris presented the staff report which recommended approval <br />of the project. Mr. Harris recommended that Condition No. 9 be <br />modified to add "... and the uses and site standards of the <br />paired single family residential portion shall be those of the <br />RM-4000 District;" and that No. 11 be modified "...association <br />comprised of owners of the paired single family residences..;" <br />and that Condition No. 19 be modified to add Condition No. 11 as <br />another excepted standard condition. <br />Commissioner Wilson asked about the setback requirements. Mr. <br />Harris reviewed the requirements of the single-family residential <br />districts. <br />Chairman Doherty understands from some of the neighbors in the <br />area that there are individuals waiting to see what happens on <br />this project and if all goes well, they will be applying for high <br />density housing. He asked if staff is aware that the owners of <br />the 7 acre parcels are awaiting to see what happens so they can <br />make such a submittal. Mr. Harris indicated that the City has <br />received two tentative maps to subdivide. These maps conform to <br />the approved PUD. The applicants cannot ask for anything denser <br />that what has been approved under the PUD. <br />Commissioner Wilson asked if there wouldn't be a lot of changes <br />if Stoneridge Drive goes through. Mr. Harris indicated that this <br />doesn't necessarily mean there will have to be changes in <br />development. Impact, if any, would probably occur on the former <br />Thorpe property. <br />The public hearing was opened. <br />Ted C. Fairfield, represented Devor Nurseries, Inc., which is a <br />family-owned business which has been in the City for years. The <br />project is providing a transition of uses to the area. At the <br />request of the staff they have reduced the number of lots, <br />increased the width of the street, as well as other minor <br />changes. They agree with the staff report and the changes <br />proposed by the staff. They, do not, however, agree with the <br />conditions relating to trees. He stated that a tree report dated <br />March 7, 1985 was submitted to the City staff. Mr. Fairfield <br />suggested that the following alternatives be considered; one <br />removing all trees to the north, save all trees that they can as <br />shown on the alternative plan; remove all of the trees and <br />replace them with premium trees. Commissioner Wilson asked what <br />size premium trees Mr. Fairfield would propose to plant. Mr. <br />Fairfield stated he would suggest box trees. He stated that the <br />English walnut trees they propose to remove are small and not at <br />- 4 - <br />
