Minutes <br />Planning Commission <br />2/27/85 <br />ROLL CALL VOTE <br />AYES: Commissioners Innes, getty, Lindsey, Wilson and Chairman <br />Doherty <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2617 was entered and adopted approving Tract 5436 <br />as motioned. <br />Tract 5385, Amador Savings and Loan <br />Application of Amador Savings and Loan Association for tentative <br />map approval to create a 32 lot single-family residential <br />subdivision of an approximately 10.6 acre site, each located <br />south of Crellin Road and north of Arbor Drive between Vintner <br />Road and Tokay Court. Zoning for the property is R-1-6500 <br />(Single-family Residential) District. <br />Mr. Harris presented the staff report recommending approval of <br />the project. He indicated that this Tract already has growth <br />management approval. Staff has not requested that the Bernal <br />AVenue connection to Valley Avenue be added as a condition to <br />this subdivision. He requested that Condition No. 5 be modified <br />as Condition No. 3 was in Tract 4336 (relating to fences) by <br />adding "a fencing plan shall be submitted to the Planning <br />Department for approval prior to final map approval." <br />Commissioner Innes asked if the 32 lots were included in the <br />Vintage Hills study which will be considered later in the <br />evening. Mr. Harris indicated it was not included within that <br />study. He further stated that the only residential project which <br />requires the connection of Bernal Avenue to Stanley prior to <br />construction is Kottinger Ranch. This project has growth <br />management approval which is good for 18 months from the date of <br />approval. <br />The public hearing was opened. <br />Chris Beratlis, Amador Valley Savings and Loan Board of Director <br />urged approval of this project. They agree with the staff <br />report. They asked that Condition No. 3 be clarified as it <br />relates to a soils study. He stated it is their intention to <br />sell lots for custom homes and he is not sure how one would go <br />about forcing a soils report for each lot. They understand they <br />will have to be done at building permit stage but they will not <br />have ownership of the property at that time. Mr. Warnick <br />suggested that the condition be changed to read <br />"That a soils and geological report satisfactory to the <br />City Engineer be prepared reviewing all proposed grading <br />and making appropriate recommendations for cuts, fills, <br />drainage and typical foundations. Upon completion of <br />grading work and prior to acceptance of public <br />improvements for this tract, the soils engineer shall <br />certify compliance with grading recommendations and the <br />suitability of each lot as a building site." <br />- 9 - <br /> <br />
