Minutes <br />Planning Commission <br />2/27/85 <br />Chris Kinzel, TJKM, was personally concerned that this project <br />and others recently approved will not have an adverse effect on <br />the intersection. The hotel on this site is relatively a low <br />peak hour traffic generator. Traffic doesn't generally coincide <br />with other movement in the intersection. Hotel is probably the <br />best use from a traffic standpoint. In 1983 traffic findings <br />which were prevalent when they started the study had a volume to <br />capacity ratio of 0.84 or LOS D. The latest counts in 1984 <br />showed existing LOS has improved over the last year from D to C. <br />0.76 volume to capacity has remained the same. He stated they <br />have also analyzed the site plan from a traffic and circulation <br />standpoint. The project should fit in well with Dublin Canyon <br />Road. <br />Commissioner Innes stated that Wilbur Smith and Associates makes <br />a point that they do not really go along with the basic <br />assumption because they do not believe the mall was fully <br />occupied in 1983. Mr. Kinzel states that from their <br />perspective occupancy has been considered spread over the period <br />of opening to the current time. Mr. Kinzel stated that due to <br />the nature of the traffic studies is to assume distribution and <br />would like to keep it current apply that. Pleasanton studies <br />were standardized by the Commission. When Stoneridge Interchange <br />is taken into account, the assumptions do not apply. <br />Commissioner Getty stated that more than likely a hotel would be <br />a low usage. Commissioner Innes felt the hotel would be busy on <br />the weekend. He didn't agree with Commissioner Getty. <br />Commissioner Innes stated the hotel has two major freeways from <br />which to draw traffic. Gary Black, Barton Aschman Associates, <br />indicated he was asked by Taubman to review the traffic study <br />prepared for the project. Taubman is concerned about the future <br />level of service at the Dublin Canyon intersection. They are <br />concerned that LOS D and E will trigger a halt to development. <br />They do not question the results of the study but question the <br />assumptions used. They are concerned that the LOS might be a <br />little bit low. The latest development idea is that if office <br />will result in greater pm peak hour traffic distribution, There <br />could a problem of the occupancy of Stoneridge Mall. Kaiser <br />Hospital lands are not yet fully built out. <br />Len McVicar, Pacific Urban Design, stated the design of the hotel <br />will be high quality. They will be offering special rooms and <br />services to the community. Weekend occupancy is generally low. <br />Traffic generated on the weekends would not be an issue. <br />Contribution of traffic by the hotel would be minimal. <br />Commissioner Lindsey stated that the City does need meeting rooms <br />and places in which to do things. He asked Mr. McVicar the types <br />of services which would be offered. He reviewed amenities of the <br />Stanford Park hotel and stated this would be similar. He stated <br />that this level of hotel is not being offered anywhere else in <br />Pleasanton. <br />- 4 - <br /> <br />
