Minutes <br />Planning Commission <br />2/27/85 <br />staff members were that would be present. Mr. Harris stated that <br />Mr. Lew and Mr. Passanisi would attend representing staff. <br />OLD BUSINESS - Public Hearings <br />PUD-84-22, Harbor View Investment, Inc. <br />Application of Harbor View Investment, Inc. for Planned unit <br />Development zoning and development plan approval to construct an <br />approximately 156,000 sq. ft., 212 unit hotel and related <br />facilities on an approximately 3.6 acre site located on the east <br />side of Dublin Canyon Road (11910 Dublin Canyon Road), <br />approximately 0.2 mile north of Foothill Road. Zoning for the <br />property is "A" (Agricultural) District. A negative declaration <br />of environmental impacts will also be considered. <br />Mr. Harris presented the staff report recommending approval of <br />the project. He stated that the applicant concurs with the <br />restriction that no construction shall commence until the <br />interchange has been started. <br />Commissioner Innes asked what will happen if they cannot mitigate <br />with the interchange. He then discussed levels of traffic. He <br />asked if construction could be stopped until LOS E was reduced. <br />Mr. Harris explained that Hacienda has that condition, but this <br />project is not a phased project. There will be a reduction to <br />LOS D or E once the interchange is in place. Commissioner <br />Lindsey interjected that the percentage will be about 87% with <br />the interchange. Commissioner Innes stated that this is at <br />complete buildout. Mr. Harris stated that these figures include <br />projects which may never be approved. <br />Commissioner Wilson asked if we would put the same condition on <br />any other building in the area. Mr. Harris stated we would. <br />The public hearing was opened. <br />Leonard McVicar, Pacific Urban Design, represented the project. <br />They are offering a quality which has not yet been planned for <br />Pleasanton. He stated that the development team is present for <br />presentation and question answering. <br />Lawrence Lui, President, Harbour View Investments, reviewed their <br />proposal indicating it would consist of 212 rooms hotel, 150 seat <br />seafood restaurant at 11920 Dublin Canyon Road. He cited other <br />development s of theirs in other areas. The seafood restaurant <br />will be managed by Pacific Fish Company, specialist in the field. <br />Their marketing shows that a projection of 70% occupancy in 1986 <br />and subsequent high demand after 1987. Regarding traffic, their <br />traffic would be generated at other than peak hours by the nature <br />of the use. In fact, hotel traffic will be going against other <br />traffic. <br />Bill Lee, Pacific Urban Design, architect for the project, <br />reviewed the site plans, elevations and landscape plans for the <br />hotel.
