Minutes <br />Planning Commissior- <br />2/27/85 <br />Gary Larson, 3731 Vineyard Avenue supported the statements of the <br />other residents. He still has a house in the incorporated area <br />and would like some public improvements made. <br />Frank Belecky, 892 Madeira Drive, stated that Ron Schneider, <br />President of the Vintage Hills Homeowners Association, has read <br />the report. They would like to see single-family in the Remen <br />Tract. He would like an opportunity to study the report and meet <br />with the homeowners concerning it. <br />Mr. Harris stated the report is being sent to City Council March <br />12, 1985 and if the homeowners meet prior to that time, they can <br />comment on it then. <br />Commissioner Lindsey congratulated Mr. Quaglia on an excellent <br />report. Now is the time to state that no more development should <br />be allowed until Valley Avenue is completed. He felt that the <br />Remen Tract is an appropriate location for some kind of <br />development but that it shouldn't be developed without the Valley <br />Avenue connection. He supports the report. Commissioner Getty <br />agreed with Commissioner Lindsey and stated that this is an <br />excellent report. <br />Commissioner Innes stated that he agrees with the previous <br />statements and that the only additional comment he would make is <br />that in the Conclusion the comment "if the City wishes to <br />continue" is ambiguous. He reinforces the statement concerning <br />Ruby Hills. If appropriate, he would like to recommend an <br />expansion of the Sphere of Influence to include the area. <br />Chairman Doherty indicated he would support a statement like <br />that. He felt it is very important to watch the area real close. <br />Chairman Doherty also suggested that if the folks in the Remen <br />Tract wish to be annexed, this matter should be pursued with due <br />haste. He stated the report is "super." <br />Mr. Harris suggested that the Commission consider whether or not <br />Bernal Avenue, both north and south, should be extended prior to <br />further development in the area. He also requested that the <br />Commission consider whether or not they would allow zoning or <br />prezoning in the area without Bernal Avenue being extended or <br />whether it would effect only developments which have not yet been <br />proposed. <br />Commissioner Lindsey asked when the connection would be made to <br />First Street. Mr. Warnick indicated that there is no firm plan <br />for it at this time. Kottinger Ranch will be most interested in <br />this connection. His guess would be that it would be at least <br />five years before this is extended.Commissioner Wilson asked if <br />Bernal Avenue would go south before it went north. Mr. Warnick <br />indicated it would probably be five years before it went south <br />and probably three before it goes north. <br />A motion was made by Commissioner Wilson, seconded by <br />Commissioner Lindsey that no new development be allowed until <br />such time as Bernal Avenue is connected to Valley Avenue (he is <br />- 13 - <br />_..~.._. _ ~.___... _. ...~ ._ _...
