Minutes <br />Planning Commission <br />2/27/85 <br />There is no way to combine these lots. Development would have to <br />take place on a lot-by-lot basis. <br />The Chairman then invited the public to comment on the Vineyard <br />Avenue Study. <br />Ken Pryor, 786 Sylvaner, shared concerns with traffic in the <br />area. He was concerned with the increase in density of the <br />Vintage Hills area in the past 10-15 years which changes the <br />character of the Vintage Hills area. He prefers lower average <br />density in general. They own a lot next to the bridge and would <br />like to split it and build a home. He urged the Commission to <br />keep some flexibility in their decision. He indicated he would <br />use the bridge and never use Vineyard Avenue. <br />Chuck Muth 3644 Vine Street, stated he had asked that the <br />Caroline proposal be postponed until the study was completed. He <br />urged approval of the Vineyard Avenue Study and urged that the <br />Caroline proposal be brought back up for review. Mr. Harris <br />stated that the public hearing on Caroline's proposal was closed <br />by City Council. <br />Mr. Ales, 4046 Graham Street, indicated he owns two lots in the <br />area and is in favor of High Density Residential in the Remen <br />Tract. Traffic problems can be resolved with roads. <br />Will Heinrich, 3683 Vineyard Avenue brought pictures of homes in <br />the area. He would like the area to be developed in something <br />very beautiful. There is a shortage of rental property in <br />Pleasanton. He would suggest PUD Medium Density Residential. <br />Mr. Harris reported to the Commission that Mr. Heinrich has <br />requested annexation. If the property is annexed, the next step <br />would be prezoning of his property. Mr. Heinrich stated he knows <br />they will have to wait for development, but they will be able to <br />get traffic off of Vineyard Avenue and build a single-family <br />dwelling unit. Commissioner Lindsey felt that Mr. Heinrich <br />would have to agree to the Valley Avenue connection. <br />Harry Caldwell, 3745 Vineyard Avenue, has been in the area since <br />1973. They restored the home in which they live. The City has <br />an easement over his property for a bike path which he gave to <br />them. He agrees with Mr. Ales and Mr. Heinrich that the area is <br />a disgrace. He can't understand now why when the matter of <br />annexation came up seven years ago he was opposed to it. He felt <br />Pleasanton is a great City. There was a recent article in the <br />newspaper which indicated that they are City hating people. He <br />stated this is not true and would strongly recommend that they go <br />along with what the City has planned in the past. There are 51 <br />families in the area and would prefer the area be in the City as <br />opposed to Alameda County. Mr. Harris reiterated City Council's <br />past policy in that they have never forced anyone to come into <br />the City.
