Minutes <br />Planning Commission <br />2/13/85 <br />a bridge is put across the Arroyo or there is some other means to <br />move the traffic in and out. <br />Mr. Warnick explained that it would not be economically viable to <br />install a bridge for access to a four acre piece of property. <br />Chairman Doherty then asked Mr. Scotto to come back in to the <br />proceedings and comment regarding the proposed changes. <br />Anthony Scotto, St. John St., represented the Citizens Advisory <br />Committee. <br />Mr. Scotto indicated that it is the recommendation of the <br />Committee that a traffic study be prepared for the area. The <br />Committee felt that Medium Density would be a compromise, but <br />they still wanted a traffic study to be made. <br />Commissioner Wilson indicated that one would think a traffic <br />study would be done before changing the General Plan. Chairman <br />Doherty didn't feel a traffic study would be valid until the <br />cul-de-sac was made. <br />Archie Stanley, 535 E. Angela Street represented the Pleasanton <br />Apartment Association also. Pleasanton AVenue is a narrow <br />street. A traffic study is needed as High Density Residential <br />would create a very dangerous situation regarding traffic. The <br />street is narrow. If two cars are parked on the street, another <br />can't get through. <br />Mrs. Hadley, 648 St. John, reiterated that when the mortuary has <br />a viewing, there are at least 25/30 cars parked up and down the <br />street. She urged the Commission consider this in their <br />deliberations. <br />The public hearing was closed. <br />Commissioner Innes felt RM zoning was appropriate. He would like <br />the property changed from PUD to RM for consistency. He felt the <br />speakers tonight expressed very real concerns. <br />Commissioner Getty thought there was some discussion in the past <br />about moving the mortuary. Mr. Harris indicated that they at one <br />time wanted to move it to Hopyard and Valley Trails but this move <br />was opposed. <br />Commissioner Lindsey felt he could support the staff report and <br />not change the General Plan or the zoning. This is a unique <br />piece of property and PUD is appropriate. Regarding the concerns <br />of the citizens he felt that when a PUD development plan is <br />proposed, these concerns could be addressed. <br />Mr. Harris addressed the traffic concerns. Traffic is based upon <br />7 trips per day for multiple and 10 trips per day for single <br />family. There would be approximately 15 units per acre for High <br />Density and five units per acre for Medium Density Residential. <br />- 10 - <br />_ ~ _. _ _ ..... _ _ __ ., T <br />
