Minutes <br />Planning Commissio; <br />2/13/85 <br />RZ-85-4, City of Pleasanton <br />Application of the City of Pleasanton to rezone an approximately <br />7.1 acre site located immediately north and west of the <br />intersection of St. John Street and Pleasanton Avenue from PUD <br />(Planned Unit Development)-High Density Residential District to <br />the PUD (Planned Unit Development)-Medium Density Residential <br />District or to any other zoning district consistent with the <br />General Plan. A negative declaration of environmental impacts <br />will also be considered. <br />Mr. Harris presented the staff report. He indicated that Mr. <br />Deetz, the property owner was present earlier in the evening but <br />left as he was not feeling well. Mr. Deetz indicated to Mr. <br />Harris that he had no objections to the application one way or <br />the other. <br />Mr. Harris then pointed out the property on the wall map and <br />explained the difference in acreage between the General Plan and <br />rezoning applications. The Citizens Advisory Committee <br />recommended that the High Density Residential designation be <br />changed to Medium Density Resdiential. Staff is recommending the <br />property remain as it is now. There is no overriding need to <br />change the property from High to Medium Density Residential. <br />The public hearing was opened. <br />Chairman Doherty and Commissioner Lindsey were disappointed that <br />the no one from the Citizens Advisory Committee was present to <br />articulate their thoughts and conclusions regarding these <br />matters. <br />Commissioner Innes asked why this property would carry PUD and <br />the other one did not. Mr. Harris indicated that this property <br />is already zoned PUD. <br />Karen Hendrickson, 4273 Pleasnton Avenue, represented the <br />Pleasanton Avenue Apartment Owners Association. They realize the <br />need for more housing with jobs coming to town but have concerns <br />relating to traffic on Pleasanton Avenue. It is difficult right <br />now getting down Pleasanton Avenue with Deetz' yard there. The <br />owners association doesn't even want the land to be changed to <br />Medium Density but Medium would be better than High Density <br />Residential. Concerns were also expressed with regard to fencing <br />and potential lack of privacy to current surrounding residence. <br />Commissioner Getty pointed out that if the zoning is changed a <br />two story single-family residence would have visibility down into <br />the surrounding neighbors' yards. Ms. Hendrickson indicated that <br />the main concern of the area is traffic. The street is very <br />narrow and parking is a problem. Many times there is only room <br />for one moving car on the street at a time. <br />Randy Hadley, 648 St. John Street, was against High Density <br />development because of traffic and the existing narrow road. He <br />suggested the zoning be changed to Low Density Residential unless <br />- 9 - <br />-r <br />
