Minutes <br />Planning Commission <br />November 12, 1986 <br />Commissioner Michelotti stated that tY~ere is a similar medical <br />service on Foothill Road and the parking ratio appears to work <br />for that site. She has never been there when there wasn't a <br />place to park. <br />Commissioner Berger asked if the physicians will be coming from <br />outside of the area or from within the local community. <br />Dr. Nolan said some will come from the community and others will <br />not. Commissioner Berger asked if the office staff would work <br />for all of the doctors. Dr. Nolan said they will work for <br />whoever is on duty. They could work for him in the a.m. and the <br />interest in the p.m. <br />The public hearing was closed. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Berger, that Case PUD-82-18-GD-2M be recommended for <br />approval subject to the conditions shown in the staff report, <br />amended as requested by Mr. Swift earlier in the presentation. <br />ROLL CALL VOTE <br />AYES: Commissioners Berger, Michelotti, Wellman and Vice <br />Vice Chairman Innes <br />NOES: None <br />ABSENT: Commissioner Hoyt and Chairman Lindsey <br />ABSTAIN: None <br />Resolution No. 2866 was entered and adopted recommending approval <br />of Case PUD-82-18-6D,2-M as motioned. <br />MATTERS FOR COMMISSION'S REVIEW <br />Potential Methods for Monitoring Project Buildout <br />Mr. Swift presented the staff report. <br />Vice Chairman Innes asked about vested rights and lapsing of <br />projects. Mr. Swift explained tkiat design review approval has a <br />one year time limit and a PUD doesn't lapse at any point. <br />Vice Chairman Innes discussed the 5,000,000 sq. ft. of <br />office/industrial and 4,000 residential units not occupied at <br />this time. Regarding Exhibit "C", he felt we can't have 4,000 <br />units not occupied if those figures are correct. <br />Mr. Swift reviewed the approval process with the time frames <br />involved as it relates to residential and growth management and <br />project approval. Mr. Swift explained that occupancy usually <br />depends on economics. <br />Vice Chairman Innes said he has previously made a <br />staff to look at this matter by geographical area <br />if perhaps there are too many units which are not <br />example would be the Vintage Hills area, Foothill <br />Vice Vice Chairman Innes indicated the City would <br />- 8 - <br />proposal for <br />and determine <br />occupied.
