Minutes <br />Planning Commission <br />October 8, 1986 <br />Resolution No. 2843 was entered and adopted approving Tract 5699 <br />as motioned. <br />PUD-86-15, Adams/Combs/Skinner <br />Application of Earl Adams, Bob Combs, and William Skinner for <br />development plan approval for a 15 unit single-family residential <br />development, to be located on an approximately 10 acre site <br />located approximately 400 feet west of Martin Avenue between Mohr <br />Avenue and Cameron Avenue. Zoning for the property is PUD <br />(Planned Unit Development)-Low Density Residential District. <br />Chairman Lindsey indicated that he would step down from <br />deliberating this case and Vice Chairman Wellman would chair. <br />Mr. Swift presented the staff report recommending approval of <br />this application with changes to the proposed development plan. <br />Commissioner Michelotti and staff discussed the flag lot <br />proposed. Mr. Swift reviewed the location of the driveway and <br />resulting lot configuration. Commissioner Michelotti asked the <br />main reason for proposing a reduction in that particular parcel. <br />Mr. Swift reviewed the overall design plan approved by City <br />Council for the Mohr-Martin area. <br />Commissioner Wellman asked for a clarification of Condition <br />No. 1(a), Page 6, of the Staff Report. Mr. Swift explained that <br />the property is rectangular and with 7 lots, two of the proposed <br />lots can be combined into one, or several lot lines adjusted, <br />leaving some large and some small lots. The staff does not want <br />to dictate to the applicant how to design the seven lots. <br />The public hearing was opened. <br />Bill Hirst, 235 Main Street, presented the proposal explaining <br />that the applicants have two separate parcels. <br />Mr. Hirst indicated that regarding the Combs property the <br />applicant is not in agreement with staff. Mr. Combs would like <br />to preserve the location of his residence intact. Mr. Combs has <br />two large barns on his property also. If the site plan is <br />changed as recommended by staff, it would run through the middle <br />of a very large barn structure. Mr. Hirst suggested that except <br />for the line extension, the plan be approved as submitted. This <br />would allow 7 lots and preserve the homesite in the middle. <br />Commissioner Berger inquired about the size and relationship of <br />other lots shown in the staff option plan. Mr. Hirst reviewed <br />the distance. <br />Commissioner Michelotti asked staff how they determined the lot <br />configuration. Mr. Swift responded that this is an approved PUD <br />and 20,000 sq. ft. is required. Mr. Swift said if Mr. Combs is <br />willing to move the lot line on the middle lot they could <br />subdivide and have lot 1, 2, 3, 4 and 6 with lots 5 and 7 the one <br />remaining lot. At such time as they wish to split the lot it <br />could be done. Mr. Hirst indicated that should the dotted line <br />be rigidly adhered to, it would only allow six lots.
