Minutes <br />Planning Commission <br />October 8, 1986 <br />that this be left to the home buyers. They can slat the <br />chainlink fence or install whatever type fencing is desired. <br />Chairman Lindsey discussed the fencing issue with Mr. Swift who <br />explained that it is staff's position that in most cases along <br />arroyos where fencing was not built by developers, residents <br />built their own fences, none of which matched the other. <br />Further these areas are being considered by the Recreation <br />Department as possible trails and it will be better to have a <br />single uniform fence structure along the property. <br />Mr. Harrington referred to Condition No. 7 of the staff report <br />which incorporates all conditions of the PUD. He asked that <br />there be an understanding with the city that the actual FIMA <br />certification will not be forthcoming until the pads have been <br />poured. Final elevations of each site are determined after the <br />pads have been pourted. This will not be prior to recordation of <br />the map. Staff indicated that this is understood. <br />Mr. Harrington then addressed Condition No. 8 making reference <br />to Condition No. 7 of the Engineering Department's comments. He <br />said if the grade goes up to 1.0%, the street will have an <br />undulating effect. Mr. Okamura indicated that this may be true <br />but a 0.5% causes problems with the street system and has the <br />homeowners complaining about standing water in the streets. The <br />condition reads "...as otherwise approved by the City Engineer, <br />therefore, the staff can work with the applicant on this. <br />Mr. Harrington then discussed Condition No. 37 of the Engineering <br />Report and asked that the line extension be 8" instead of 12". <br />Mr. Okamura suggested the condition be changed as follows: <br />"37. That a 12" water main will be required in West Las <br />Positas Boulevard. This water line shall be looped to tie to <br />a second point on the existing City water system. This <br />off-site line extension shall be 8" unless otherwise approved <br />by the City Engineer." <br />Debbie Wallace, 3548 West Las Positas Boulevard, asked the status <br />of the park site. Mr. Swift explained the project has growth <br />management approval with a tentative map under considseration. <br />Mr. Harrington responded that if everything goes okay, they will <br />be doing off-site improvements in March or April. The park will <br />be rough graded and the park installed sometime next summer. <br />Ms. Wallace then asked about the haul routes and didn't want the <br />trucks using West Las Positas Blvd. The last time there was <br />construction, trucks came down West Las Positas Boulevard at <br />40mph. The route was supposed to have been Las Positas to <br />Pimlico to Santa Rita Road. Chairman Lindsey referred to <br />Condition No. 13 requiring all fill be delivered E1 Charro Road <br />or Pimlico rather than Las Positas Boulevard. Ms. Wallace wanted <br />some assurance that this condition would be enforced, because <br />last time there was construction, the haul route wasn't used. <br />Further there are other materials aside from fill such as <br />concrete, lumber, etc. which has to come to the site.
