Minutes <br />Planning Commission <br />September 24, 1986 <br />erosion, because of budget constraints, they do not plant trees. <br />Koll will be stablizing the eroded areas to prevent future bank <br />slides. <br />Commissioner Innes asked if the Koll Development hadn't occurred <br />what would have happened on the arroyo in l0 years. Mr. Wong <br />indicated that there has been bank erosion on both sides. <br />Because there are homes on the north side, Zone 7 would have <br />repaired it, but not on the south side since there are no homes <br />on that side of the arroyo. The type of repair which would be <br />done would be like that done on the Arroyo Del Valle (lower <br />access roads, some revegetation). <br />Commissioner Wellman addressed the downstream restoration. <br />Mr. Wong explained that it starts at the Bernal Bridge and will <br />go to the Arroyo de la Laguna. Mr. Wong alluded to the 1982 <br />flooding problems in Valley Trails. Since Prudential had the <br />Arroyo de la Laguna to I-680/to Bernal Bridge repaired with the <br />same flow in 1983, there was a substantial difference in the <br />level of the water because of these improvements. <br />Jim Gresham, Koll Company, acknowledged the petition furnished by <br />Mr. Mrzywka and stated if he lived in the area he would have the <br />same concerns. Mr. Gresham then reviewed the Department of Fish <br />and Game deadlines. It was September 1, 1986 when it was <br />determined what had to be done with a deadline of <br />October 1, 1986. He apologized for not communicating with the <br />homeowners of the area. Regarding the picture of the 20 inch <br />tree, he stated that it had already fallen into the channel and <br />was merely being removed in accordance with Zone 7 <br />requirements.They removed 6 inch diameter trees and a substantial <br />amount of undergrowth. Approximately 300 feet was <br />significantly denuded and is an area in which they intend to <br />substantially replace the landscaping. Jogging trails in back <br />were not included in the working drawings (they have been <br />deleted). <br />Chairman Lindsey asked Mr. Gresham, since there was a <br />communication issue, to address the steps that would be taken in <br />the future to assure communication with the neighbors. <br />Mr. Gresham said he would be glad to invite the homeowners to a <br />meeting to describe the project and alleviate concerns. He would <br />like it understood, however, that the meeting is not for the <br />purposes of approval but only to review the project. From a <br />practical matter, assurances will be met as outlined in the <br />conditions of the PUD approval. There is a development agreement <br />before the Commission this evening and conditions can be added to <br />this agreement as well as those already added to the PUD. They <br />plan on having all of the landscaping completed by March 1-15. <br />Commissioner Innes asked Mr. Gresham if there are any steps being <br />taken at this time of which the neighbors are unaware. <br />Mr. Gresham indicated, indeed there are; hydro and flower seeding <br />will take place on Friday. Replanting trees and shrubs at the <br />top of the bank will also take place. These are positive things <br />that are in the works.
