Minutes <br />Planning Commission <br />September 24, 1986 <br />5. Clearing of this area has depreciated our property value and <br />created problems and concerns regarding noise, security, <br />privacy, loss of wind break, excess construction dirt in the <br />air and worry about future disturbances from headlights on <br />I-680 and business activity from the future Koll development. <br />Mr. Mrzywka cited the following recommendations:. <br />1. Replant bid trees and high shrubs on close spacing on the <br />south bank of the arroyo to make our vegetation shield of <br />sufficient density and height as good or better than before. <br />This is the verbal intent of the Koll Company. <br />2. Documentation of a replanting plan and committed schedule for <br />our review. Require that replanting be completed prior to <br />the next stage of the Koll development. <br />3. Plant evergreen varieties wherever possible to continue this <br />greenery screen through the winter months. <br />4. Continual wetting down of traffic/construction/landscaping <br />areas to reduce amount of dirt settling on our property. <br />5. Morning start up of construction to be limited to after <br />7:OOam (Particularly screeching, beeping noises). <br />Mr. Mrzywka reviewed the list of additional concerns expressed by <br />the neighbors as shown on the front cover of the petition dated <br />September 24, 1986. The biggest problem is lack of communication <br />between the developers and the residents. <br />Chairman Lindsey asked if the speaker had any comments to Koll <br />Company's response as described in the letter dated September 23, <br />1986 presented to the Commissioners this evening. Mr. Mrzywka <br />acknowledged that he has received a copy of the letter. He was <br />not sure it solved all of the problems, but was a forward action. <br />Mr. Mrzywka indicated he would appreciate it if the Koll Company <br />would meet with the 35 homeowners regarding the changes to the <br />landscaping and replanting of the shrubs/trees. He did not want <br />to have to go up and down the street explaining the Koll <br />proposal. Mr. Mrzywka asked for an immediate planting of large <br />trees, that could include evergreen trees being planted on the <br />north side of the trailway. He wished to have all trees planted <br />close together with dense foliage in between. The neighbors want <br />to make it as difficult to cross the creek as possible to <br />maintain their privacy and security. Color pictures depicting <br />before and after tree removal were then presented to the <br />Commission. <br />Mr. Mrzywka indicated it was very difficult to ascertain the <br />proper individuals to contact regarding this project and any <br />relating concerns, and asked, therefore, that a contact name be <br />given to the residents for any complaints or questions. He <br />acknowledged that he has talked to Koll Development and Zone 7 <br />who are both present tonight. <br />Commissioner Innes asked Mr. Mrzywka if he was present at the <br />public hearings for the approval of the Koll Company project. <br />Mr. Mrzywka said he wasn't but was assured by his neighbors <br />Gary Johanson and Stan Kephart that the foliage would remain. <br />- 2 - <br />
