Minutes <br />Planning Commission <br />September 10, 1986 <br />Tracts 5680, 5681, and 5682, Lund <br />Application of Victor and Lawrence Lund to subdivide an <br />approximately 53 acre site into 129 parcels for single-family <br />residential use, ranging in size from approximately s,ooo sq. ft. <br />to approximately 30 sq. ft., and two parcels for park and open <br />spaces uses, located generally in the area east of the terminus <br />of Junipero Street and San Jose Drive. Zoning for the property <br />is PUD (Planned Unit Development) - Low Density Residential <br />District. <br />Mr. Swift presented the staff report recommending approval <br />subject to the conditions of the staff report, amending <br />Conditions 18, 37 and 38 as requested by the applicant <br />(disseminated earlier to the Commission members). <br />Commissioner Michelotti asked about Page 4 of the report relative <br />to grading. Mr. Swift acknowledged that staff is trying to cover <br />all bases. <br />The haul route for the project was discussed. Mr. Okamura <br />reported that the imported rock would probably be hauled via <br />Bernal Avenue, but basically there would be no off-site hauling <br />for the development. <br />The public hearing was opened. <br />Art Dunkley, Castlewood Properties, 205 Main Street, urged <br />approval of the proposed subdivision. He reviewed the reasons <br />for the proposed changes to the staff's report. Condition No. 37 <br />basically relates to a street configuration which is different <br />than what the City has previously required. He understands staff <br />will be recommending a change to the standard street <br />configuration, but it shouldn't apply to this development. This <br />is a Low Density residential project and 50 feet of hard surface <br />would remove ambiance from it. He asked that the Planning <br />Commission recommend 40 feet instead of 50 feet. Mr. Okamura <br />stated that the proposed configuration will be the new City <br />standard, but that it probably wouldn't have to be imposed upon <br />this project. <br />Commissioner Michelotti asked if there would be a homeowners' <br />association. Mr. Dunkley said, "no." <br />The public hearing was closed. <br />Regarding Condition No. 37, Commissioner Innes felt uncomfortable <br />with the new street configuration requirement. Chairman Lindsey <br />felt in this low density development and with the type of <br />landscaping proposed, the street configuration can remain <br />standard. <br />Mr. Dunkley, staff and the Commissioners then discussed Condition <br />No. 38 as proposed to be modified. Commissioner Innes felt that <br />from a marketing standpoint a five foot strip is beneficial to <br />the development of the neighborhood. <br />17 - <br />___. _ _ . _ _ _ _ _ r <br />
