Minutes <br />Planning Commission <br />September 10, 1986 <br />Commissioner Michelotti complimented Mr. Fish on his presentation <br />and agreed with the comments of Chairman Lindsey. <br />Chairman Lindsey asked Commissioner Michelotti her feelings with <br />regard to condition No. 1. Commissioner Michelotti hated to see <br />a wall area on the outside. She preferred staff's <br />recommendation. <br />Commissioner Inner said that his concerns with the project do not <br />relate to the architectural aspects, but rather the needs of the <br />City and questions whether or not the needs are being fulfilled. <br />It is great to get something started, but he felt this proposal <br />falls short of the needs of the community. He did not feel a 40 <br />unit residential development should be part of the proposal <br />because the City has a senior housing project which should be <br />supported by the community. Chairman Lindsey stated that the <br />Commission does not have sufficient knowledge to plan what goes <br />into a medical facility, but rather concerns should be related to <br />the land planning. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Michelotti that the negative declaration prepared <br />for Case PUD-86-11 be recommended for approval inasmuch as <br />project approval would have an insignificant negative effect on <br />the environment. <br />ROLL CALL VOTE <br />AYES: Commissioner Hoyt, <br />Chairman Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Inner, Michelotti, Wellman and <br />Resolution No. 2834 was entered and adopted recommending approval <br />of Case PUD-86-11 as motioned. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Hoyt that Case PUD-86-11 be recommended for approval <br />subject to the conditions of the staff report adding an <br />additional condition requiring traffic studies be submitted with <br />each additional phase of the development. This approval is for <br />the first phase only with the balance being recommended for <br />approval in concept only. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Michelotti, Wellman and Chairman <br />Lindsey <br />NOES: Commissioner Inner <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2835 was entered and adopted recommending approval <br />of PUD-86-11 as motioned. <br />- 16 - <br />___ _ _ __ __ _ r <br />
