Minutes <br />Planning Commission <br />September 10, 1986 <br />Mr. Fish discussed the helicopter service which will be provided <br />on site. Concerning staff's comments to reorient the buildings, <br />they will do that if they must, but prefer to have the structures <br />oriented as shown on the plan. They have financing in place to <br />be able to commence construction on the first phase of the <br />development. Concerning the recent newspaper articles about John <br />Muir dropping from the venture, Mr. Fish indicated that the <br />project will continue to go forward and this change in <br />partnerships will not effect the first, second, or third phase of <br />the project. <br />Chairman Lindsey then discussed condition No. 1 relative to the <br />orientation of the Behavioral Medicine facility. Mr. Fish <br />explained the building and patient treatment. The exterior has <br />an 8 foot wall enclosing an exercise area for the patients. The <br />project has been developed to orient facilities internally. <br />Chairman Lindsey asked Mr. Fish whether or not he knew of any <br />other medical facilities planned for the area. Mr. Fish <br />indicated he didn't know of any and that the other site (Andrews <br />Drive) is High Density Residential. The other phases of the <br />development should be sufficient to handle all of the needs of <br />the facility. <br />Commissioner Michelotti asked about the residential care facility <br />and whether or not the units would be occupied short term or long <br />term. Mr. Fish indicated it is conceivable one could live in a <br />unit long term. <br />Commissioner Innes felt that the residential units would be <br />competitive to the City's senior housing program and, therefore, <br />couldn't support this aspect of the development. Commissioner <br />Innes referred to a recent decision of the County Supervisors not <br />to provide a trauma center. Mr. Fish indicated that the valley's <br />trauma center is at Eden Hospital. Trauma centers are installed <br />based upon population to justify them. Commissioner Innes <br />expressed grave concern with their being no trauma center until <br />the development of Phase 3. Mr. Fish explained paramedics <br />contact doctors in determining whether an individual needs to be <br />transported to a trauma center. <br />Commissioner Innes discussed with Mr. Fish the partnership <br />involved in the phased developments. <br />The public hearing was closed. <br />Chairman Lindsey was excited about this facility coming into the <br />Pleasanton community. He congratulated Valley Memorial and City <br />staff for their work in this regard. <br />Commissioner Wellman discussed Condition No. 1 and supported <br />staff's recommendation with regard to building orientation. <br />Chairman Lindsey stated that the applicant doesn't seem to have <br />strong feelings about it one way or the other. <br />- 15 - <br />_ ___ r <br />
