Minutes <br />Planning Commission <br />September 10, 1986 <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, <br />Chairman Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Innes, Michelotti, Wellman and <br />Resolution No. 2833 was entered and adopted approving Case <br />UP-86-36 as motioned. <br />PUD-86-11, Valley Memorial Hospital <br />Application of Valley Memorial Hospital for rezoning from ~~P~~ <br />(Public and INstitutional) to PUD (Planned Unit <br />Development)-Public and Institutional District and development <br />plan approval for an approximately 488,000 sq. ft. medical center <br />complex consisting of offices behavioral medicine, skilled <br />nursing, residential, acute/ambulatory acre, and related <br />facilities to be constructed in four phases to be located on an <br />approximately 27.7 acre site located at the northwest corner of <br />the intersection of Santa Rita Road and West Las Positas <br />Boulevard. <br />Mr. Swift presented the staff report recommending approval of <br />this application. Mr. Swift stated that there has been recent <br />correspondence from MTC and ABAG requesting a full EIR be done <br />because of traffic and the impact on community jobs/housing. The <br />staff feels the comments are a 'knee jerk' reaction without <br />benefit of traffic studies or the material distributed with <br />regard to the proposal. It is suggested, however, an additional <br />condition be added that would clarify that only the first phase <br />be approved, and all subsequent approvals shall demand traffic <br />analysis be done assuring no adverse effect on traffic. A <br />traffic study was done with the full buildout of the General Plan <br />indicating final mitigations will be necessary at Santa Rita Road <br />to add through left turn lane at Stoneridge Drive and Santa Rita <br />Road. Previously in the General Plan study, both intersections <br />were shown with an adequate LOS. That analysis was done without <br />development of the proposed plan. With the proposed plan the LOS <br />will be more. It is suggested that this project be conditioned <br />similar to the business parks and have traffic studies done for <br />each phase of the project. <br />The public hearing was opened. <br />Bob Fish, Chief Executive Officer, Valley Memorial Hospital, gave <br />a presentation of their proposal. The Certificate of Needs <br />process has been modified in the last three years and will go out <br />January 1987. Mr. Fish presented exhibits and renderings <br />reviewing in detail the proposal. Mr. Fish reviewed the proposed <br />development phases and the uses therein. There will also be a 40 <br />unit independent living complex. The acute care hospital will be <br />built as part of the third phase. Mr. Fish also reviewed the <br />'state of the art' medical technology to be installed in this <br />facility. <br />- 14 - <br />__. _. T <br />
