Minutes <br />August 27, 1986 <br />Planning Commission <br />Susan Yalom, Preserve Area Ridgelands, asked about the 10 sewer <br />extensions on the ridge and their purpose. Mr. Lee indicated he <br />was unsure and would have to check with the consultant on this. <br />Bruce Fiedler, 251 Kottinger Road, urged that drainage be <br />provided to adequately provide for life and property just as <br />sewer and water will be provided. He urged approval of Program <br />5.2 as proposed by staff. <br />CONSERVATION AND OPEN SPACE ELEMENT <br />Bob Walker, President of the East Bay Trails Council, <br />representing bicyclers, joggers, horsemen and others, urged <br />policies to work with Zone 7 for arroyo trail plans, development <br />of the regional park, and preservation of open space. The City's <br />plan seeks to preserve the view from the valley floor. The plan, <br />however, does not address the larger lots behind the ridge. <br />Susan Yalom, Preserve Area Ridgelands, urged the City to continue <br />working with EBRPD to preserve open space and to restrict growth <br />not to just within 200 feet of the top of the ridge. She said <br />she liked most of the revisions as shown in the staff report. <br />Mark Evanoff suggested the following recommendations: <br />Policy 1.1, page VII-11. After the phrase "existing lots of <br />record", add the statement "that front on existing public roads <br />and/or adjacent to existing sewage and water service lines" and <br />continue with remainder part of the sentence. Under Program 5.1, <br />page VII-12, add the same phrase, and the same statement at the <br />end of Program 5.2 of the same page. On page VII.13, Policy No. <br />7 add "that are consistent with the EBRP's plan of a 9200 acre <br />park, Alameda County Agricultural and land use designation and <br />the City of Hayward's Agricultural and land use designations. <br />Drop the phrase "and managed development." <br />Frank Neu, owner of property close to the ridge, reported thatthe <br />US Government owns land equivalent to all of the land east of the <br />Mississippi and the State of Texas. When people talk about <br />conservation and open space as if it is almost all gone, this is <br />a distortion. He stated that all of a sudden East Bay Regional <br />Parks is becoming quite an input source. They have planned <br />20,000 acres in the ridgeland areas to become a park for 15 <br />years, however, it has been very recently that they have acquired <br />1,152 acres and optioned 619 acres. Many people on the ridge <br />have been there since the 1860's and have been really an addition <br />to the Pleasanton Community as well as the tri-valley area. <br />NOISE ELEMENT <br />No one addressed this item. <br />AIR QUALITY <br />No one addressed this issue. <br />8 - <br /> <br />
