Minutes <br />August 27, 1986 <br />Planning Commission <br />Because of the lateness of the hour (10:15pm), Chairman Lindsey <br />announced that the individual land use designations will not be <br />discussed tonight, but will be considered on Wednesday, September <br />3, 1986, 7:30pm. The Commission will conclude the discussion on <br />the policy portion of the General Plan this evening. He urged <br />the audience to contact the Planning Department between now and <br />Wednesday to obtain copies of the staff reports. <br />Chandler Lee then asked that the following revisions be added to <br />those suggested in the staff report: <br />Page 3 of the Staff Report, end of first paragraph on Item No. 3 <br />which was discussed by Mr. Fairfield referring to 150% above and <br />beyond the maximum limit required in a given parcel, amend it to <br />read "property not to exceed 150 of medium density residential <br />land and no limit for low density residential land" and continue <br />on as written. Add: a sentence at the end of that paragraph on <br />page II-5 to constitute the last paragraph of that page basically <br />to take care of the grandfather consideration as follows "all <br />projects receiving PUD approval prior to the adoption of this <br />General Plan shall be considered in conformance with the density <br />provisions of this plan." <br />Chairman Lindsey discussed the gross acres definition as <br />discussed. Mr. Lee indicated that staff prefers it as written. <br />The Commission then discussed this issue and cited many examples. <br />Mr. Lee stated the staff feels that if a person wants to know <br />what use will surround his property, they should be able to come <br />to the City and find out. Further this is a recommendation of <br />the Residential Review Committee. <br />Commissioner Innes asked what would be accomplished by adopting <br />this policy. Mr. Swift reviewed the areas of application. If <br />there is a creek running through the middle of a development <br />which is not shown on the General Plan, credit will be allowed. <br />However, credit would not be allowed for arroyos, major <br />thoroughfares shown on the General Plan and similar facilities <br />shown on the General Plan. <br />Chairman Lindsey then asked Mr. Fairfield to again state his <br />objections. <br />Mr. Fairfield complied. <br />The Planning Commissioners then reviewed the policy issues as <br />follows: <br />T~AND USE <br />Page II-5, paragraph 4, revise as follows: <br />The Commissioners unanimously supported the following <br />modifications to paragraph 3, pages 2 and 3 of the staff report: <br />"Residential projects on land designated Rural Density <br />Residential shall be encouraged to cluster home sites on lots of <br />- 9 - <br />_sr.__._. _ ____ __ . ._. _ ..r__ <br />
