Minutes <br />August 27, 1986 <br />Planning Commission <br />Mr. Wilcox, representing his parents, Mr. and Mrs. George Wilcox, <br />3988 Stanley Boulevard, objected to the extension of Del Valle <br />Parkway between First Street and Bernal Avenue. The existing <br />"T"-shaped intersection would have to be made into a four-way <br />intersection. Staff has indicated relieve to Vineyard Avenue or <br />Bernal Avenue extension would be minimal. There is already a <br />major intersection at Stanley Boulevard/California Street and <br />other places. He asked that Del Valle Parkway not cut across the <br />Cavestri property to Bernal Avenue. <br />Rich Combs, discussed bike lanes throughout the City and the fact <br />that at many locations a bike lane dumps bicycle traffic into <br />other traffic. He asked that the Bernal Avenue extension be <br />reviewed for bike paths. Also there is an extremely steep hill <br />on Kottinger and a bike route should be given consideration in <br />that area. Continuous bike paths are essential in his opinion. <br />Bike paths are an integral part of TSM programs. <br />PUBLIC SAFETY ELEMENT <br />Ted Fairfield addressed Program 5.2 as reflected on page 8 of the <br />staff report. He indicated he shares the goal but not the <br />language. He indicated that if the policy is applied today, it <br />would prohibit any development in Pleasanton. Mr. Lee stated the <br />staff has amended language for this Program. <br />PUBLIC FACILITIES ELEMENT <br />Margaret Tracy, addressed water facilities as discussed in the <br />EIR, Page 70. She stated that to meet the demand, 20% <br />conservation will have to be attained. She urged no more <br />development be projected into the future until something was <br />on-line to get more water. There is currently no such facility <br />being planned. In 1984 the per capita gallon per day usage was <br />160 and in March 1986 is 203, or 28.6% increase in usage. The <br />American Rivers waters are tied up in litigation and will <br />probably continue this way for another 15 years, therefore, is <br />not a source of water. Further Zone 7 is only getting one half <br />of the water for which they have a contract. Referring to Page <br />VI-3 of the General Plan, she stated there is no guarantee in the <br />future of the water supply. Page VI-4, 5 relating to water <br />storage and VI-18 relating to water demand which indicates a <br />large difference. Commissioner Innes then discussed the fact <br />that there are no working plans to increase the water level in <br />the area. <br />Lynn Bowers, addressed Pages VI-17 and VI-18, Sewer System. He <br />indicated he did not see any houses proposed in the area to <br />justify extension of sewer improvements southerly on Foothill <br />Road. He said the maximum number of homes which could ever be <br />built would probably be about 20. The majority of the property <br />is under public ownership of SFWD or EBRPD. Mr. Bowers stated <br />that the property south of Verona Road to that developed on the <br />"S" curve is optioned by EBRPD.
