The use has been an annoyance to him. Mr. Burnes main <br />concern with any proposal would be the fact that his front window <br />looks toward the gas station. They get the impact of the lights <br />into his house and front porch. He felt the value of the <br />neighborhood's homes is at stake. Mr. Burnes stated he lives at <br />the rear of the gas station in Lot 12. Mr. Swift stated that <br />Lots 12, 13, 14, 15 and 16 are duplexes with a common driveway <br />and they face the back of the service station. <br />Leola Duncan, 4162-A Vineyard Avenue, stated her house faces an <br />empty lot. Dirt comes into her front door. She said if the <br />property is developed she wants a six foot high soundwall across <br />her property to separate the uses. Mr. Swift stated that any <br />development including the use of the parking lot would require <br />approval by the Design Review Board. Zoning requires 6' <br />screening with a 10' planter area between that use and the <br />residential use. Also the neighbors would be noticed as to the <br />date and time of the Design Review Board hearings. <br />The public hearing was closed. <br />Commissioner Wellman said she feels comfortable with the proposed <br />use. Commissioner Innes said he feels comfortable washstation <br />General Plan change if the purpose is to fix up the g <br />and make the areao~~edrtheC~hangeloner Hoyt agreed with these <br />comments and supp <br />Commissioner Michelotti indicated she could go along with the <br />comments of her fellow Commissioners but had concerns with access <br />off of Vineyard Avenue. She felt this coovalbe MddrSwift stated <br />time the development is proposed for app <br />Lots 24 and 25 are larger parcels and do not have the constraints <br />the Safreno property has. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Michelotti that the negative declaration prepared <br />for Case GP-86-6 be recommended for approval inasmuch as this <br />General Plan change would have an insignificant negative effect <br />on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners <br /> Vice Chairman <br />NOES: None <br />ABSENT: Commissioner <br />ABSTAIN: None <br />Hoyt, Michelotti, Wellman and <br />Innes <br />Berger and Chairman Lindsey <br />- 5 - <br />.T <br />
