Lynn Bowers, East Bay Regional Parks, stated there are a lot of <br />details that have to be worked out with regard to the General <br />Plan. <br />Jonathon Hammond, East Bay Regional Parks, indicated they were <br />notified of the Preparation of the EIR on July 14, 1986, <br />therefore, they would make an oral presentation with written <br />comments to follow. Referring to Page 24, he said the document <br />should be revised to conform to CEQA requirements and discuss any <br />inconsistencies with regard to the project application and the <br />City and Regional Parks plans. East Bay Regional Park's Master <br />Plan should be included. The feasibility Study done for the <br />Pleasanton Ridge should also be included. He presented a map <br />overlaying the property of East Bay Regional Parks. He asked <br />that the property they own and that which they will acquire be <br />included in the General Plan. He asked that the property owned <br />by East Bay Regional Parks be considered as Parks and Recreation. <br />David Glenn, 5650 Foothill Road, felt there was insufficient <br />notice given. He opposed annexation of properties west of <br />Foothill Road to the City, particularly the area in which he <br />lives. Foothill Road is a traffic hazard, with circulation to <br />I-580/Hopyard Road being particularly difficult. He felt the EIR <br />didn't adequately address the Calaveras Fault and impacts of <br />earthquakes. He had concerns with erosion because of <br />development. Sewage smell currently is a problem in the area. <br />He had concerns with the preservation of wildlife and the fact <br />that the west side of Foothill Road is densely inhabited. <br />Eileen Weinreb, Bay Area Council, 847 Sansome Street, San <br />Francisco, urged the City to increase housing for the area. <br />Pleasanton is a major employment center which is generating a <br />need for housing. The Bay Area Council suggests (1) an increase <br />in residential capacity in the General Plan by changing <br />Industrial, Commercial and Office to Residential, (2) elimination <br />of the growth management program because such an ordinance has a <br />negative effect, and (3) development of affordable housing. They <br />also wanted to see a reservation made for sewer allocation to <br />residential developments, and sub-regional planning with <br />surrounding communities. <br />On a personal note, Ms. Weinreb stated she agrees with earlier <br />comments of the Design Review Board in that development of <br />apartment units does not decrease property values. one must <br />consider that property values in the area have escalated because <br />of the increased employment in Pleasanton. <br />Al Lafayette, 5137 Foothill Road, invited the Commissioners to <br />visit his driveway and see how difficult it us to get onto <br />Foothill Road. Traffic on Foothill Road is very heavy especially <br />in the morning. Mr. Lafayette urged the Commission to do <br />something about the heavy traffic conditions on Foothill Road. <br />Mr. Lafayette asked about the mailing of the legal notices.
