RZ-86-5, City of Pleasanton <br />Application of the City of Pleasanton to amend the Municipal Code <br />relating to regulation of signage for multi-story office <br />structures. <br />This item was continued in order for staff to discuss the <br />proposal with business park developers prior to the Planning <br />Commission's review. <br />NEW BUSINESS - Public Hearings <br />GP-86-4, CARRERA <br />Application of Leroy and Rose Carrera to amend the General Plan <br />Land Use Element designation of an approximately 11,700 square <br />foot site from Medium Density Residential to Hiqh Density <br />Residential, located at 856 Palomino Drive. <br />Mr. Swift presented the staff report regarding this amendment. <br />The Carreras have indicated that they would like to add two <br />additional units to the site in which case it would be necessary <br />to initiate rezoning of the site. <br />The public hearing was opened. <br />Leroy Carrera, 876 Seminole Drive, Livermore, requested rezoning <br />to the RM 25 district. His plan for the additional two units <br />would provide more than ample parking. He purchased the property <br />with the understanding that it was zoned High Density-Multiple <br />family and feels that his development plan would increase the <br />value of the area financially and aesthetically. <br />Commissioners Michelotti inquired about existing development on <br />the property and in the area at the time the Carrera's purchased <br />the property. Ms. Michelotti also wished clarification on the <br />General Plan designation for the area. <br />Brian Swift indicated High Density is not the recommendation of <br />the Residential Review Committee. They did not make any <br />recommendation because the area was already developed. Research <br />on the area indicated the zoning of the surrounding area will <br />have to be rectified in the future. <br />Joseph O'Brien, 3529 Touriga Drive (Lot 20), has taken an <br />informal poll of the neighbors and the general consensus is that <br />the density is high enough as is now stands. His major concerns <br />were as follows: 1) the proposed driveway for the apartment unit <br />is on the side of a curve on Palomino, which would make access <br />difficult; 2) Mr. Carrera indicated that he was planning to go <br />vertical as there was no room on the property to add additional <br />units. If he does it will obstruct his view; 3) when he <br />purchasedhis property twelve years ago, he was told the area was <br />stable and there would be no changes; 4) it is difficult to <br />assess the impact on property values, but he believes it would <br />make it more difficult to sell his house and would decrease the <br />property value. He supports the staff recommendation that this <br />- 3 - <br />
