RZ-86-5, City of Pleasanton
Application of the City of Pleasanton to amend the Municipal Code
relating to regulation of signage for multi-story office
structures.
This item was continued in order for staff to discuss the
proposal with business park developers prior to the Planning
Commission's review.
NEW BUSINESS - Public Hearings
GP-86-4, CARRERA
Application of Leroy and Rose Carrera to amend the General Plan
Land Use Element designation of an approximately 11,700 square
foot site from Medium Density Residential to Hiqh Density
Residential, located at 856 Palomino Drive.
Mr. Swift presented the staff report regarding this amendment.
The Carreras have indicated that they would like to add two
additional units to the site in which case it would be necessary
to initiate rezoning of the site.
The public hearing was opened.
Leroy Carrera, 876 Seminole Drive, Livermore, requested rezoning
to the RM 25 district. His plan for the additional two units
would provide more than ample parking. He purchased the property
with the understanding that it was zoned High Density-Multiple
family and feels that his development plan would increase the
value of the area financially and aesthetically.
Commissioners Michelotti inquired about existing development on
the property and in the area at the time the Carrera's purchased
the property. Ms. Michelotti also wished clarification on the
General Plan designation for the area.
Brian Swift indicated High Density is not the recommendation of
the Residential Review Committee. They did not make any
recommendation because the area was already developed. Research
on the area indicated the zoning of the surrounding area will
have to be rectified in the future.
Joseph O'Brien, 3529 Touriga Drive (Lot 20), has taken an
informal poll of the neighbors and the general consensus is that
the density is high enough as is now stands. His major concerns
were as follows: 1) the proposed driveway for the apartment unit
is on the side of a curve on Palomino, which would make access
difficult; 2) Mr. Carrera indicated that he was planning to go
vertical as there was no room on the property to add additional
units. If he does it will obstruct his view; 3) when he
purchasedhis property twelve years ago, he was told the area was
stable and there would be no changes; 4) it is difficult to
assess the impact on property values, but he believes it would
make it more difficult to sell his house and would decrease the
property value. He supports the staff recommendation that this
- 3 -
