property be zoned no more dense than the RM 4000 district. <br />Commissioner Hoyt inquired about the height of Mr. O'Brien's lot. <br />He indicated it was five feet higher than Carrera's, and he can <br />look from his family room into the upstairs apartment now <br />existing. <br />Karen Steele, 3532 Touriga, indicated she was in real estate and <br />she felt that the proposed development would be detrimental to <br />Mr. O'Brien's property values. She agreed with the staff report <br />and requested that no more units be allowed. <br />Mr. Carrera indicated that originally he lived at 923 Crellin and <br />at the time he bought that property he was told the area was <br />stable and now there is new development there. That is progress, <br />and if you don't move forward, you move backward. He feels the <br />property needs developing. <br />The public hearing was then closed. <br />Commissioner Hoyt indicated that since this is a well established <br />neighborhood, it should remain as is and he agrees with the staff <br />recommendation. <br />Commissioner Wellman requested clarification on the effect of <br />this requested General Plan change. Mr. Swift said this <br />amendment merely ratifies the existing duplex and any change in <br />the development would require a negative declaration and <br />rezoning. <br />Commissioner Innes supported the staff recommendation, but wanted <br />to make certain that it is clear they are designating RM 4000 so <br />that Council acts on RM 4000 only. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Lindsey that the negative declaration prepared for <br />Case GP-86-4 be recommended for approval inasmuch as the General <br />Plan amendment approval would have an insignificant effect on the <br />environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Innes, Michelotti, Wellman and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2797 was entered and adopted recommending approval <br />of the negative declaration for Case GP-86-4 as motioned. <br />A motion was made by Commissioner Innes, seconded by Commissioner <br />Michelotti, that Case GP-86-4 be recommended for approval to <br />redesignate the subject parcel from Medium to High Density <br />Residential. <br />- 4 - <br />__ - __._ _.~._ _ ._..~ _ r <br />
