Minutes <br />Planning Commission <br />May 14, 1986 <br />what is commonly called the Morici site would total approximately <br />1000 units. Commissioner Innes asked if traffic circulation was <br />considered with regard to the high density residential <br />development. Mr. Callahan indicated that the am and pm trips are <br />lower at peak hour but overall, throughout the day they are about <br />the same. <br />Chairman Lindsey asked how far away Site 27 is from Sutter Gate. <br />Mr. Callahan said responded that the closest point is divided by <br />Stoneridge Drive. Further, the Stoneridge elevation going from <br />West Las Positas to Santa Rita Road on the average is 2 1/2 feet <br />lower and will be landscaped. The street right-of-way is <br />approximately 106-112' curb to curb. Commissioner Inner then <br />wanted to know, if a 50' easement were granted how close the <br />units would come to a railcar if the light rail system were <br />installed at this location. Mr. Callahan said it would be <br />screened by sound mitigation, and landscaped. The building area <br />of the site is considerably lower than the elevation of the <br />track. <br />Commissioner Wellman discussed the pathway system with <br />Mr. Callahan. <br />Commissioner Berger asked what consideration has been given to <br />school needs with the proposed new residential development. Mr. <br />Callahan reported that staff has been meeting with the school <br />district to determinate a proper location for a new middle school <br />and didn't know if there had been any action taken to date. <br />Mr. Swift then explained the school district boundaries, these <br />sites both currently being in Murray Elementary School District. <br />The public hearing was closed. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Hoyt that the Negative Declaration prepared for <br />Cases GP-86-1, PUD-86-5 be approved inasmuch as project approval <br />would have an insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Berger, Hoyt, Innes, Wellman and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: Commissioner Michelotti <br />ABSTAIN: None <br />Resolutions 2788 was entered and adopted recommending approval of <br />the negative declaration prepared for Case GP-86-1 as motioned. <br />A motion was made by Commissioner Inner, seconded by Commissioner <br />Wellman that the 10.5 acre site described in Case GP-86-1 be <br />changed from Commercial and Offices and Open Space (Public Health <br />and Safety) to High Density Residential and Open Space (Public <br />Health and Safety), with the westerly 50' of the former Southern <br />Pacific Transportation Company right-of-way having the Open Space <br />designation (1.1 acre+).
