Minutes <br />Planning Commission <br />4/9/86 <br />Commissioner Lindsey has concern with 1.47 acres of unpaved <br />storage and what would go into the area. He didn't want to see <br />junk, damaged vehicles, old trucks, etc. He didn't feel this was <br />the applicant's intent but expressed concern in the event the <br />property was sold. <br />Commissioner Innes suggested that perhaps "No salvage operations" <br />put in Condition No. 3 might cover the concerns. Chairman Wilson <br />and Commissioner Innes then discussed impounded vehicles. <br />The public hearing was opened. <br />Kevin Best, stated they wish to store recreational vehicles and <br />feel there is a need for this use in the community. The project <br />does not justify a full or half time watchman at this time. He <br />said the Police want the entire area fenced with an alarm. In <br />discussing this further with the Police, an interior fencing was <br />not the required after they saw what the applicant planned to do. <br />They have discussed with the Police Department different types of <br />alarm systems. At their last meeting they were pretty much in <br />agreement to have Dick Jane as watchman with an alarm in their <br />car. Further down the line they would apply for a use permit for <br />such a person. They request at this time, to relinquish <br />Condition 1(a) which has already been done by the letter of the <br />Police Department and also 1(b). The Police would like to meet <br />with the applicant and Dick Jane to see what they require. They <br />are asking that the Police Department be allowed to approve the <br />alarm and security system. <br />Chairman Wilson didn't understand Police Department's Condition <br />No. 2 and the requirement for guard service. Guard service will <br />help but it won't keep recreational vehicles from being <br />burglarized. Currently there is no place in town to put RVs. <br />The City needs this use. He felt a barbed wire security fence <br />would make sense but it is not cost effective to require all of <br />the alarms and security requested by the Police Department. <br />People who store RVs should take their things of value out of the <br />RVs when they are stored. If the City wants these vehicles off <br />of the City streets, then the applicant should be encouraged to <br />provide the use. <br />Commissioner Innes addressed interior alarms and the fact that <br />they would have to be deactivated continuously. <br />The Chairman and Commissioners discussed alarm systems and their <br />sensitivity. Commissioner Michelotti discussed hiring off-site <br />security which would give the appearance of a highly guarded <br />area. <br />Commissioner Wellman could support an off site alarm and guard <br />system. <br />Commissioner Lindsey was still concerned with long time storage <br />and what types of things would be stored. Mr. Best reviewed the <br />types of items he would like to see stored such as forms and <br />Jersey barriers required for use by contractors.
