Commissioner Innes then addressed Condition No. 8 and felt that <br />"developerdathesconditionube ahangednastfollowssh material and <br />recommende <br />g. That the developer and staff shall determine the moecast <br />appropriate finish material to be applied to the p <br />wall panels. <br />The public hearing was opened. <br />Tom Terrill, Reynolds and Brown, 6601 Owens Drive, presented <br />their proposal reviewing the history of the Reynolds and Brown <br />PUD. He asked that Condition No. 5 be clarified. It is their <br />assumption that this condition addresses the architecture of the <br />restaurant. Mr. Lee confirmed this statement. <br />Mr. Terrill did not oppose Condition No. 9. He asked that the <br />City consider "user fees" when distributing charges for this. <br />Regarding No. 10, Mr. Terrill wanted to confirm that they would <br />be willing to pay their pro rata share of a bond with AT&T but in <br />fact did not want to have an additional separate bond for these <br />improvements should the improvements be necessary. The <br />Commission indicated they did not see a need for multiple bonding <br />for the required interim improvements. <br />Commissioner Lindsey discussed with the applicant traffic <br />circulation from Johnson Court. Mr. Terrill reTOee~~ the <br />conditions put on the easement across Denn 's p p Y• <br />The applicant, Commission and staff discussed the temporary <br />off-ramp in the project. <br />The public hearing was closed. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Lindsey that the negative declaration prepared royal <br />PUD-86-4 be recommended for approval inasmuch as project app <br />would have an insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES• Commissioners Hoyt, Innes, Lindsey, Wellman <br />• and Chairman Wilson <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2769 was entered and adopted recommending approval <br />of the negative declaration prepared for PUD-86-4 as motioned. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Hoyt that Case PUD-86-4 be recommended for approval <br />subject to the conditions of the staff report, amending <br />conditions No. 4, 7 and 8 as stated earlier. <br />ROLL CALL VOTE <br />- 6 - <br />
