Minutes <br />Planning Commissior, <br />2/12/86 <br />many acres are in the open area near Rosewood. Mr. Valentine <br />indicated that there are probably 3.5 acres. Mr. Valentine said <br />they would like to keep the cars in close and reduce the number <br />of cars at the edge of the site in modifying the plan from 4500 <br />spaces to 4000 spaces. <br />The public hearing was opened. <br />No one addressed this item. <br />The public hearing was closed. <br />Commissioner Lindsey discussed the traffic study and asked for <br />clarification of the three turn lanes at Hopyard/Owens. Mr. <br />Callahan explained that this is an interim measure. AT&T plans <br />occupy the structure gradually completing occupancy in 1989, <br />therefore, these interim measures will probably never take place <br />as the permanent improvements (Stoneridge and/or Hacienda <br />interchange) should be installed by that time. He didn't feel <br />that the interim improvements needed to be addressed. Further if <br />the monitoring system for traffic is ever put in place, it will <br />be determined that Hacienda traffic volume is 20% lower than the <br />traffic reports show. <br />Commissioner Michelotti asked if the additional bridge was <br />included with the mitigation of Hopyard Road improvements. Mr. <br />Callahan indicated it was and the slowness of the Hopyard <br />interchange is basically due to the slowness of the <br />administration. <br />Commissioner Michelotti wanted to know if all of the division <br />islands will be removed going northbound on Hopyard where the <br />right turn will be. Mr. Callahan indicated the right-of-way is <br />wide enough to allow four lanes or three lanes and a free right <br />turn lane. <br />Chris Kinzel, TJKM, presented a plan to the Planning Commission <br />showing the interchanges which have been planned. He reviewed <br />the traffic recommendations with regard to this project. He <br />suggested the mitigations be placed as conditions required but <br />not installed until they are necessary based upon short term <br />traffic studies or some means for effective monitoring. There <br />will be 19 intersections on line in the traffic computer in the <br />next two months. <br />Commissioner Lindsey indicated he would like to add a sentence to <br />Conditions No. 8 and 9 which would say "that if in fact this <br />mitigation is required; it is to be considered as an interim <br />measure only." Commissioner Innes then expressed concern with <br />what would happen if the interchange was put in. Mr. Swift <br />stated Conditions 8 and 9 referred to Santa Rita Road <br />interchange. He suggested perhaps that "This mitigation measure <br />be bonded for by the applicant and installed at the time the City <br />Engineer determines it necessary to do so" be added. <br />Commissioner Lindsey indicated he could support that. <br />Commissioner Innes asked how much capacity will be left before <br />- 12 - <br />.-- ___,. <br />
