Minutes <br />Planning Commission <br />January 22, 1986 <br />Brad Hirst, the applicant, indicated they agree with the staff <br />report. <br />Michael Scott, 6206 Wade Court, lives across the street from the <br />proposed use. He is not necessarily opposed to the use but <br />expressed concerns with the traffic congestion especially in view <br />of the fact that 70% of the business will be take-out. Mr. Scott <br />placed a diagram on the wall indicating the "T" intersection <br />which is similar to the Main 5Treet/Stanley Boulevard <br />intersection. People make "U" turns at the intersection and <br />twice last week they have had to call "911" because of traffic <br />accidents at that intersection. The area nrodedsiheadiscussedp <br />signs. In April when this building was app <br />this same issue and nothing has been done yet. <br />Mr. Okamura, the City Engineer, explained that the street will be <br />widened and a right turn lane will be allowed with the one <br />driveway at Lucky's being eliminated. <br />Commissioner Michelotti then asked if there will be a left turn <br />pocket to the project site. After obtaining the plans, Mr. <br />Okamura indicated there is no provision for a left turn lane <br />going into the project. Commissioner Lindsey also felt a <br />left-turn lane pocket would eliminate some of the problems. <br />Commissioner Innes noted that people use the drive from West Las <br />Positas as a thoroughfare to Hopyard Road. <br />Ted Michelle lives across the street from Mr. Scott. He <br />concurred with the comments of Mr. Scott and asked that a signal <br />not be ruled out. Children do not honor the cross walk at all. <br />Commissioner Lindsey asked Mr. Michelle's opinion of a stop sign <br />vs signals. Mr. Michelle indicated he would look favorably on <br />anything that would control the intersection. <br />Commissioner Michelotti noted that children cross this street <br />when school lets out each day. <br />Mr. Hirst indicated that their parking lot is designed in such a <br />way to discourage through traffic from West Las Positasbut would <br />Hopyard. If necessary, they could put in speed bumps, <br />prefer this not be a condition. Commissioner Michelotti then <br />discussed the driveway at this site. Mr. Hirst stated the <br />driveway is on their property but is a granted easement. <br />Commissioner Lindsey then asked Mr. Hirst how he feels about <br />speed bumps. Mr. Hirst indicated he would like to wait and see <br />what the experience dictates. Commissioner Lindsey indicated he <br />is supportive of speed bumps. <br />The public hearing was closed. <br />A motion was made by Commissioner Innes, seconded by Commissioner <br />Hoyt that findings as shown in the staff report are made and that <br />Case UP-85-54 be approved subject to the conditions shown <br />thereon, directing staff to work with the applicant for thave the <br />installation of a stop sign coming out of that driveway, <br />- 3 - <br />
