PUD-85-13, Pamela Antrim <br />Application of Pamela Antrim for rezoning from RM-4000 <br />(Multiple-family Residential) to the PUD (Planned Unit <br />Development)-High Density Residential District and development <br />plan approval to construct a twelve-unit apartment complex on an <br />approximately 0.48 acre site, located on the southwest corner of <br />Peters Avenue and West Angela Street. <br />Mr. Swift presented the staff report. <br />Commissioner Innes asked if there had been any further <br />discussions with regard to the carports with the applicants. Mr. <br />Swift stated that Mr. Quaglia discussed this with the developers. <br />Commissioner Lindsey asked about the density. Mr. Swift <br />explained that it is approximately 20/21 units to the acre. <br />The public hearing was opened. <br />Channy Chan, Groupdesigners, reviewed the current site plan <br />indicating that they have reviewed their plans several times <br />since last year. <br />Regarding the staff report, Mr. Chan indicated that the owner has <br />already notified tenants concerning their intentions.Regarding <br />the driveway condition, they would like to be able to relocate <br />the driveway slightly rather than relocate the existing culvert. <br />They will dedicate a 5' strip to the City on Angela Street. Mr. <br />Swift stated staff is willing to work with the applicant <br />concerning the precise location and design of the driveway. <br />Commissioner Lindsey asked about ingress off of Angela Street <br />instead of Peters. Mr. Chan indicated that the west entrance <br />street is not improved. They are dedicating 5' but at this point <br />in time Peters Avenue will be more convenient because it is on <br />the wider part of the project. <br />Chairman Wilson announced that he personally would not have an <br />objection to an 18' wide driveway for the number of units <br />proposed. <br />Commissioner Innes asked Mr. Chan if he had discussed the <br />carports with Mr. Quaglia. Mr. Chan indicated he had and they <br />are willing to redesign them. The only item of concern the <br />applicant had was the relocation of the storm drain and driveway <br />and they are willing work with staff concerning this. <br />Commissioner Innes then asked Mr. Chan if he would object to a <br />condition being added requiring carports being constructed <br />consistent with the design of the building. <br />Al Uutchover, 147 Bernal Avenue, represented Antrim also and had <br />a concern with the grading condition. The back corner is a low <br />area and it needs to be raised. He furtherppsyed that Standard <br />Condition No. 29 be deleted as it doesn t a 1 Mr. Swift <br />indicated that normally Condition 28 or 29 is deleted and in this <br />case 29 doesn't apply. The City is taking a 5 ft. dedication and <br />will probably provide a sidewalk on Angela Street. Mr. Dutchover <br />- 6 - <br />
