Zoning <br />for the property is R-1-6500 (Single-family Residential) <br />District. <br />Mr. Swift presented the staff report recommending approval with <br />administrative review in six months. <br />Commissioner Wellman reviewed the staff report and asked if Mr. <br />Aaker was agreeable to relocating the pigeon coop. Mr. Swift <br />indicated that in his letter, Mr. Aaker, prefers to stay where it <br />is because only one neighbor can see it. <br />Commissioner Innes brought up the issue of free-standing <br />structures on site. <br />The public hearing was opened. <br />The applicant was not present. <br />Jack Young stated that John Chafen and he own the property next <br />door. The pigeons are a public nuisance and health hazard. <br />Droppings are deposited from the fence area. The coup is <br />attached to the fence and is 5'6" from their home. There are <br />pigeon droppings on the air-conditioning unit and roof of the <br />house. Their tenant has three small children and the use is <br />objectionable because of a potential health hazard. He read a <br />reprint from the Chronicle concerning pigeons which indicated the <br />various types of diseases which are carried and transmitted by <br />them. <br />Commissioner Lindsey asked if Mr. Young had attempted to <br />communicate with the Aakers. Mr. Young stated that all attempts <br />at communicating with them have failed. <br />Mr. Hoyt, 5611 San Antonio, indicated he lives directly behind <br />the pigeons. There are droppings on his pool deck and roof. He <br />does not believe a coop belongs on the back of the fence. The <br />pigeons moved in two or three years ago and now there is a flock <br />of about 15 pigeons. He does not believe a use permit for <br />pigeons would be appropriate.
