Commissioner Michelotti asked Mr. Shore if he had any suggestions <br />concerning this property. Mr. Shore felt it should serve the <br />neighborhood. <br />Norma Kelly, 3923 Fairlands Drive, concurred with all of the <br />previous speakers in speaking against this proposal and including <br />the motel. <br />The public hearing was closed. <br />Chairman Wilson indicated he is impressed with the concessions <br />made of the developers from their original proposal to now and <br />the fact that they are willing to give up a cocktail lounge in <br />their restaurant. Regarding traffic, perhaps the project could <br />be conditioned on the left turn lanes being approved by Caltrans. <br />He felt strip retail would have more traffic impacts that the use <br />proposed. The applicant has showed his cooperation with the City <br />and neighbors. <br />Commissioner Lindsey couldn't support this application as he felt <br />there are a sufficient number of hotels/motels proposed and <br />developed in the City for the City's needs. <br />Commissioner Michelotti complemented the developer and supported <br />the statements of Chairman Wilson. She, however, felt the <br />restaurant was proposed because of the motel. She indicated she <br />would like to see the homeowners, staff and developers come up <br />with a list of acceptable uses for the site. She is not <br />convinced even with all mitigations in place that traffic will be <br />acceptable to the people who live in the area and use the streets <br />every single day. She could support a delay to work out <br />solutions, but she believes the applicant wants to go ahead and <br />have the Commission make a decision. For this reason, she can't <br />support the application. <br />Commissioner Wellman appreciates the good efforts of the Martinez <br />developers. She felt that ordinances governing truck traffic and <br />parking in the area need to be enforced. <br />Commissioner Innes indicated his concerns relate to a complete <br />area of development. He didn't like a development which left a <br />one-acre lot free and unplanned. He cannot support motels, and <br />agrees with Commissioner Lindsey. He appreciated the fact that <br />the applicant gave up the cocktail lounge in the restaurant. <br />After discussion, it was determined that a denial without <br />prejudice would give the applicant more options than just <br />continuing the matter. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Innes, to deny Case PUD-80-15-3D without prejudice. <br />ROLL CALL VOTE <br />AYES: Commissioners Innes, Lindsey, Michelotti and <br />Wellman <br />- 13 - <br />T _. <br />
