Commissioner Innes stated that TJKM has offered several <br />mitigation measures but the staff report does not say they will <br />be completed before building permits are issued. <br />Commissioner Innes referred to a letter of 12/23/85 of TJKM and <br />the formula stated therein. With all mitigations in place, <br />traffic impacts would only be reduced by 1/100 of a point from <br />the LOS E condition. Commissioner Innes expressed much concern <br />with this. <br />Commissioner Wellman asked if the five other locations which the <br />developer has are the same as this one. Mr. Harwell indicated <br />that they are all different. <br />Chairman Wilson had concern with possible fill on the site. <br />Dave Baxley, 3911 Fairlands Drive,President, Pleasanton Meadows <br />Homeowners Association, agreed with Commissioner Innes' comments. <br />They asked if the public hearing could be put off until 1/22/86 <br />as they have their annual general homeowners association meeting <br />on 1/21/86 and would like the opportunity to present the proposal <br />to all of the people of the area. Commissioner Lindsey asked if <br />the homeowners hadn't meet with the developers previously on the <br />site. Mr. Baxley indicated that they met with them on the <br />original project, but not this one. They had concern with the <br />possibility of a cocktail lounge being across the street from a <br />daycare center. <br />Chris Kinzel, TJKM, reported that all indications to date are <br />that Caltrans will approve the two left turn lanes onto I-580. <br />Needed improvements are expected to be constructed sometime in <br />1986. <br />Traffic impacts of the development were then discussed with <br />reference to the letter of TJKM dated 12/23/86. Commissioner <br />Michelotti had a concern with two left turn lanes merging into <br />one lane and bring the traffic level to LOS C because it will <br />create a bottleneck. She did not feel that people understand the <br />true meaning of LOS E as complaints are now being made about LOS <br />C. <br />Mr. Kinzel stated that he has been working with Mr. Swift <br />concerning the formula and numbers to be used. Comrovaloofrthis <br />Innes asked Mr. Kinzel whether or not he agrees app <br />project will change the LOS by 1/2 a service level and asked if <br />Mr. Kinzel wouldn't agree that this intersection is one of the <br />most congested in the area. Mr. Kinzel asked that the Commission <br />keep in mind the back up as it relates to the backup from the <br />freeway and in this case a lot of it backs up because of one lane <br />northbound. <br />Nick Delboccio, 3717 Bairn Court, represented 45 people in the <br />Meadowview area. They do not want a restaurant, motel and bar in <br />this area. They would like businesses in the area which serve <br />the area residents, not the passersby. He felt there are <br />- 11 - <br />
