Minutes <br />Planning Commission <br />October 22, 1986 <br />The public hearing was opened. <br />Richard Sampson, C2MHi11, Emeryville, presented the proposal, and <br />introduced Val Charn, the architect with Pacific Urban Design. <br />Val Charn, Pacific Urban Design, 255 North Market Street, San <br />Jose, indicated they had been working closely with staff and <br />agree with the proposed conditions and have so revised their <br />drawings. <br />Commissioner Michelotti asked for background regarding the choice <br />of color. <br />Ralph Butterfield, Architect, 40 Gold Street, San Francisco, <br />indicated that selection of materials was based on what would be <br />appropriate for a public building which would be permanent in <br />nature. Mr. Butterfield then reviewed the material and color of <br />the roofing tile, presenting samples for Commission review. <br />Mr. Butterfield reviewed all of the materials for the exterior of <br />the building. <br />Chairman Lindsey asked if City Council has reviewed the proposed <br />design. Mr. Swift indicated that they have, and have referred <br />the plans to the Planning Commission for their review and <br />recommendation. <br />Commissioner Michelotti asked if the Library Committee had any <br />input as to the colors and materials proposed. Mr. Butterfield <br />responded that there have been monthly and now weekly meetings in <br />preparation of reaching this point in development -- the <br />Committee is fully apprised of the proposal. <br />Commissioner Berger discussed bike lanes and parking on the <br />library site with Mr. Charn. <br />The public hearing was closed. <br />Chairman Lindsey stated he looked forward to the new Library. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Hoyt that the negative declaration prepared for <br />Cases UP-86-42 and Z-8G-339 be approved inasmuch as approval of <br />the use permit and construction of the project would have an <br />insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Berger, Hoyt, Michelotti, Wellman and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: Commissioner Innes <br />ABSTAIN: None <br />Resolution No. 2852 was entered and adopted approving the <br />negative declaration prepared for Cases UP-86-42 and Z-86-339 as <br />motioned. <br />- 6 - <br /> <br />
