The public hearing was opened. <br />Thomas Pekoe, 795 Neal Place, opposed the forming of tne <br />Community Qevr1opment Agency' He felt there was a real need for <br />iimitation of the size and tax base of the agency in order to <br />minimire the impact of diverted taxes' He did not feel that <br />Pleasanton could be considered a blighted area where this type <br />Pf fueding is n�rly used. He recommended that blighted areas <br />be identified' He expressed concern as to who would eventually <br />foot the bi'l for these monies, feeling that it would indeed <br />impact all L-ax payers, <br />Robert Cmrdtz, 262 West Angela~ also opposed the forming of the <br />Community Development Agency. He stated that a Task Force had <br />oeen formed by the Mayor and had worked about six montns on the <br />projeet. He was of opinion that the Agency was not <br />necessary- <br />::74=orge Wilcox, 3989 SLaneley Boulevard, stated that ne was in <br />f6vor of i..t*estigating the possibility of forming the <br />Development Agency and is w:1Iixg to worx with the staff' <br />The public hearing was closed. <br />Commissioner Tarver said he tended to agree with Mr. Pekoe; <br />however, he felt that the plan would not necessariiv go forward <br />untill :all the public testimonies and subsequent investigations <br />LAere completed' He did support investigation of the EIR process <br />and public testimony even though he may not necessarily support <br />the 4inal ormat"on of the district. <br />Ch Lindsey remrioded the Commissioners they would be merely <br />approving the investigation process. <br />Commissiorer Mahern said she could support the investigation <br />grocees ae did Commissioners Berger and Hoyt. <br />A moticel was made by Commissioner. Hoyt, seconded by Commzssioner <br />Manern recommending to City Council adoption o+ the Draft <br />Resolution establishing the boumderzes of ±he Downtown <br />Redeveiopmemt Prnject as proposed by staff. <br />ROLL CALL VOTE <br />Commissicners Berger, Hoyt~ Mahern, Tarver, and <br />Chairman Lindsey <br />NOES: None <br />ABSBT: None <br />ABSTAIw: Nune <br />resolut�on No. PC-97-126 was entered and approved recommending <br />the Resolution Adopting Downtown Community Development Area and <br />Plan- <br />Page 11 <br />
