Minutes
Planning Commission
June 24, 1987
has assigned the yogurt shop and the cleaners three 15 minute
parking spaces for their use.
Commissioner Mahern asked the total number of food users of the
center. Mr. Clark stated there is the yogurt shop, Mexican
restaurant, Nicolini's, Nations, Buttercup and Burger King.
Betty Lou Wetlock, owner of the Beauty Works, felt parking to be
a large problem. She presented photographs for the review of the
Commission. She services senior citizens and stated she will not
take appointments between the hours of 11:30am and 2:OOpm because
of the frustration of that clientele in trying to find a parking
place. Mr. Wetlock acknowledged that occasionally she uses the
15 minute parking spaces marked off for the cleaners and yogurt
shop. Ms. Wetlock then discussed the circulation system and
difficulty of cars coming in and out of the driveway creating a
very dangerous situation. Ms. Wetlock felt the subject site
should be a parking area or less intense use.
Maureen Carpernson, 4769 Woodthrush, owner of the cocktail
lounge, stated more time is needed to look into the matter to see
if something butter could be proposed for the site as parking is
the "pits." There is overflow parking everywhere.
Nick, the owner of Nicolini's Italian Restaurant spoke in
opposition to the proposal because of parking.
Rebuttal
Michael Woldemar, urged approval of their project as it meets all
of the zoning requirements. Further, the City would be limiting
the uses of the property and they have agreed to this reduction.
Access to the corner parcel is such that there will be no curb
cuts allowed either on Hopyard Road or Owens. The only access is
from the southeast corner of the parcel. Mr. Woldemar argued
that parking will be provided amply between this and their other
development for this proposal. Mr. Woldemar further felt that
employees of Burger King used 20 parking places which should be
used for customer parking. The fence was recently removed from
their property and there are three or four piles of rubble on
site. Mr. Woldemar further felt that a lot of the circulation
problems were caused by construction at the intersection. His
Commissioner Michelotti then asked about the proposed number of
tenants for the building and whether or
perspective tenants on line at the current
stated that there are no perspective
Commissioner Michelotti felt there could be
in the building, given the way the building
there is no guarantee there will only be one
not there are any
time. Mr. Woldemar stated that the
agreement is keyed to the City Council hearing date
project.
