Mr. Woldemar stated <br />area to the west of the existing <br />The public hearing was closed. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Mahern that the negative declaration prepared for <br />Case PUD-87-10 be recommended for approval inasmuch as project <br />approval would have an insignificant adverse effect on the <br />environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Mahern, Michelotti and Chairman <br />Lindsey <br />NOES: Commissioner Tarver <br />ABSENT: Commissioners Berger and Hoyt <br />ABSTAIN: None <br />Resolution No. PC-87-67 was entered and adopted recommending <br />approval of the Negative Declaration as motioned. <br />Commissioner Tarver discussed with staff the draw to Burger King <br />and Buttercup from the freeway with Commissioner Tarver stating <br />it would seem to him it would appear to create a safety problem <br />for people to come off of the freeway and make a "U" turn -- the <br />circulation currently is awful. <br />Chairman Lindsey stated that there have been some mistakes made <br />in town relative to parking, i.e., the Hopyard Center at Hopyard <br />and Valley. While the application before the Planning Commission <br />does meet the zoning requirements, from a planning standpoint he <br />could not support the application because of existing traffic and <br />circulation conditions. <br />Commissioner Michelotti said the probable benefit of this <br />application is the fact that the corner of Hopyard and Owens <br />would be improved and one would not then have to look at a vacant <br />lot. Other than this benefit, she could not see the City getting <br />anything but headaches should this project be approved. <br />Commissioner Michelotti could support this application or any <br />other application unless the Hopyard interchange is completed and <br />improvements re on site. Illustrations were presented at this <br />meeting which show how the situation actually is. <br />Commissioner Mahern stated that unfortunately for the applicant <br />other uses in the center are very successful businesses. <br />- 6 - <br />
