Minutes <br />Planning Commission <br />June 24, 1987 <br />Commissioner Tarver said there may be a number of people who are <br />here to address the issue and he would hate to see them asked to <br />wait. He, therefore, stated he would like to know the feeling of <br />the folks in the audience. Commissioner Michelotti would like to <br />see all of the discussion come at one time. Commissioner Mahern <br />was in favor of an organized presentation. <br />Commissioner Lindsey asked for a show of hands of people in the <br />audience for this proposal. After the response, Chairman Lindsey <br />stated this item would be continued to August 26, 1987 as <br />requested. <br />PUD-87-10, Warren Avenue Associates <br />Application of Warren Avenue Associates for Planned Unit <br />Development rezoning and development plan approval for a <br />single-story, approximately 7,750 square foot building for retail <br />commercial uses and for related improvements, to be located on an <br />approximately 20,000 square foot site, located at the northeast <br />corner of the intersection of Hopyard Road and Owens Drive. <br />Mr. Quaglia presented the staff report recommending approval of <br />this application. <br />The Commissioners discussed with staff the circulation of the <br />Burger King and and other businesses in this particular complex. <br />Chairman Lindsey said he didn't want to create another situation <br />like that which exists at Valley and Hopyard (Hopyard Center). <br />In the case of the Hopyard Center they must cover the canal to <br />get more parking and this was an act done out of desperation. <br />Mr. Quaglia stated he didn't know if it is a feasible alternative <br />to develop the subject site as a parking lot alone. Mr. Quaglia <br />stated perhaps the landscaping could be reduced somewhat to add <br />additional parking. <br />The public hearing was opened. <br />Michael Woldemar, 1226 San Pablo Avenue, Richmond, represented <br />Iver Hilde and Warren Avenue Associates. Mr. Woldemar reviewed <br />the staff report as well as surrounding uses of the property. A <br />3300 sq. ft. office building has been approved right next door. <br />As part of that development plan approval a new parking lot was <br />approved connecting the driveway portion. Mr. Woldemar reviewed <br />the circulation of the site and orientation of the building. <br />They have provided parking which meets the parking requirements <br />of the City. They are currently providing two spaces over the <br />parking requirements. Further staff is requiring uses be limited <br />to those requiring one parking space per 300 sq. ft. and they <br />agree to this restriction. Mr. Woldemar reviewed the covered <br />arcade and eave line for the pedestrian space proposed. <br />Mr. Woldemar then further reviewed the materials and colors to be <br />used. They agree with the recommendation of the City staff <br />concerning their proposed wall mounted sign. The balance of the <br />signage program is for illustrative purposes only and requires <br />further discussion with staff. <br />-• 3 - <br /> <br />
