Minutes <br />Planning Commission <br />June 24, 1987 <br />doesn't fit at this location. Traffic studies show a a volume to <br />capacity ratio of .90 including the proposed hotel which is the <br />maximum allowed. More information is needed. <br />Commissioner Michelotti cited staff as indicating project <br />approval would have an insignificant effect on the environment. <br />She is not sure whether or not she agrees with this. <br />Chairman Lindsey said he voted against approval of the negative <br />declaration because of concerns for traffic. <br />Commissioner Michelotti stated in the past the Planning <br />Commission has approved Negative Declaration with exactly the <br />same concerns. <br />Commissioner Tarver stated he did not feel traffic and <br />circulation to be insignificant with regard to this project and <br />that is why he voted no on the negative declaration. <br />Mr. Beougher pointed out that a "no" vote on the negative <br />declaration would require the applicant to provide an <br />environmental impact report. <br />Chairman Lindsey said it was never his intention to require the <br />applicant to provide an environmental impact report and changed <br />his vote from "no" to "yes". <br />Resolution No. PC-87-73 was entered and adopted recommending <br />approval of the Negative Declaration prepared for Case PUD-87-2 <br />as motioned. <br />Commissioner Mahern stated that overall the project is beautiful <br />and very well done. The City needs banquet facilities and <br />suites. Commissioner Mahern stated she liked the change to <br />underground parking. However, she felt the project was in the <br />wrong place. She didn't see how it could have anything but an <br />adverse effect on the intersection. <br />A motion was made by Commissioner Mahern, seconded by <br />Commissioner Tarver to deny Case PUD-87-2. <br />ROLL CALL VOTE <br />AYES: Commissioners Mahern, Michelotti, Tarver, and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: Commissioners Berger and Hoyt <br />ABSTAIN: None <br />Resolution No. PC-87-74 was entered and adopted denying Case <br />PUD-87-2 as motioned. <br />The Commission unanimously felt traffic was a concern with regard <br />to this project with Commissioner Tarver stating the building <br />height is at maximum and so is the floor area ratio. <br />- 17 - <br />~_ _ <br />
