Minutes <br />Planning Commission <br />June 24, 1987 <br />PUD-87-12, Gooch and Associates/Caldwell <br />Application of Gooch and Associates and Harry Caldwell for <br />development plan approval for a 13-unit residential project to be <br />located on an approximately 2 acre site, located at 3745 vineyard <br />Avenue. Zoning for the property is PUD (Planned Unit <br />Development) - Medium Density Residential District. <br />PUD-87-13, Gooch and Associates/Riccio <br />Application of Gooch and Associates and Sylvia Riccio for <br />development plan approval for a 25-unit residential project to be <br />the located on an approximately 3.7 acre site, located at 3759 <br />Vineyard Avenue. Zoning for the property is PUD (Planned Unit <br />Development) - Medium Density Residential District. <br />Mr. Quaglia presented the staff report covering these two <br />application. <br />Chairman Lindsey asked how many acres there are in the <br />unincorporated Remen Tract. Mr. Quaglia indicated there are <br />approximately 14+ acres. <br />Commissioner Mahern asked staff the density of the Remen Tract. <br />Mr. Quaglia reported on the General Plan shows it as "Medium <br />Density Residential", and there is no zoning on it inasmuch as <br />the property is still in the County. <br />Commissioner Michelotti spoke to the reality of having the Remen <br />Tract come into the City. Mr. Quaglia reviewed the meetings with <br />the owners of the Remen Tract. Commissioner Michelotti asked if <br />the City was currently looking at doing a specific plan in the <br />area. Mr. Lee said staff is not working on a plan for the area. <br />Commissioner Tarver asked about Vine Street going through to <br />Bernal Avenue and whether or not there was any discussion <br />relative to asking for assistance from this development for these <br />parcels to participate in this cost. Mr. Quaglia said that no <br />specific plans for off site improvements were discussed. <br />Commissioner Mahern wanted to know the cost to each property <br />owner. Mr. Quaglia said he was unsure. <br />Commissioner Tarver asked if the connection of Vine to Bernal <br />Avenue could be foreseen. Mr. Quaglia said the first time the <br />matter came up was three years ago. Commissioner Tarver asked <br />how regarding the Caldwell property how much Remen Tract it would <br />take to make a public street. Mr. Quaglia said the north side <br />which includes a couple of houses. The south side, however, <br />should be sufficient. <br />The public hearing was opened. <br />Ken Gooch, One Peters Avenue, the main point is he wanted to <br />bring up is they feel that the small house product that he is <br />proposing on the Caldwell property is the appropriate buffer <br />between the Arroyo Villages I and the Remen Tract. Mr. Gooch did <br />not see the Remen tract coming into the City for a long time. <br />The Remen Tract has a lot of small parcels on them. Mr. Gooch <br />- 11 - <br />_._~ _ <br />
