Minutes <br />Planning Commission <br />June 10, 1987 <br />colors dispersed throughout the project. He was very pleased <br />with the plans as revised. He also liked the large size of the <br />units. <br />Commissioner Tarver felt the units were too large for the <br />downtown area. The City has approved tremendous quantities of <br />affordable and upper income product. His feelings in terms of <br />General Plan goals and objectives, housing needs to be provided <br />in areas where there are public services which will serve the <br />lower income people. Mr. Tarver felt this site would be a good <br />site to start providing such housing. He favored increasing the <br />density to create more affordable units. <br />The public hearing was closed. <br />Commissioner Michelotti indicated she was happy with the product <br />as proposed. <br />Chairman Lindsey was in favor of affordable housing but didn't <br />think it could be supported on such a small project. <br />Commissioner Mahern liked the improvements to the architecture <br />over the previously submitted plan. Commissioner Mahern was <br />concerned with larger units being occupied by families, and there <br />is no play area or open space for children. She understands this <br />happens because of parking configuration, but feels open space <br />for family living to be important. Mr. Swift reported that the <br />park scheduled for Peters Avenue will have a childrens' play <br />area. <br />Commissioner Hoyt suggested that if more open space were <br />provided, the cost would go up and families couldn't inhabit the <br />project anyway. <br />Mr. Swift reported that the density of the project is not quite <br />as depicted inasmuch as it includes a portion of the arroyo. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Hoyt that the negative declaration prepared for Case <br />PUD-87-6 be recommended for approval inasmuch as project approval <br />would have an insignificant adverse effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Mahern, Michelotti, Tarver, and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: Commissioner Berger <br />ABSTAIN: None <br />Resolution No. PC-87-63 was entered and adopted recommending <br />approval of the negative declaration prepared for Case PUD-87-6 <br />as motioned. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Hoyt to recommend approval of Case PUD-87-6 subject <br />- 3 - <br />T <br />
