Minutes <br />Planning Commission <br />5/27/87 <br />Commissioner Michelotti asked if the applicant would agree to <br />work with the staff concerning this. Mr. Goldsworthy said he <br />would like the ability to negotiate this matter before it is <br />considered by Council. <br />Commissioner Tarver was concerned with the left-hand turn lanes <br />from the project so close to the bridge. Mr. Swift reviewed <br />staff's analysis of this situation. <br />John Ruth, 1054 Harvest Circle (Creeks Bend), stated that in 1978 <br />this Division Street site was considered to be in the Alquist <br />Priolo Special Studies Zone, and has since been removed. He, <br />however, questioned the stability of the soils as reported in <br />soils studies done in the past, and what would happen in the case <br />of a major earthquake. Mr. Ruth also felt that right turns <br />leaving the project is something which should be retained. Mr. <br />Ruth also asked that the development be screened from his view. <br />Carl Guterman, 1211 Summer Court, was against losing trees that <br />shield the Harvest Circle and Creeks Bend area. He asked that <br />all trees possible be saved. Mr. Guterman also asked that the <br />arroyo be cleaned. In the past they have asked Zone 7 and others <br />about cleaning the Arroyo. No one would accept the <br />responsibility. Mr. Guterman also addressed the 26 parking <br />spaces provided in the project and asked where guests would park. <br />He also wanted to be assured that the residents of Creeks Bend do <br />not have to look at trash enclosures. Mr. Guterman also <br />discussed the width of the street. Mr. Swift explained that the <br />General Plan shows Division Street as a two-lane street. Traffic <br />will be funneled from Division Street onto Del Valle Parkway. <br />Rebuttal <br />Mr. Goldsworthy reported that of the many trees on site, a total <br />of seven will be removed. <br />Parking will be provided at a ratio of greater than the 2 to 1 <br />requirement of the City. <br />The dumpster will be retained within a fenced area. <br />A soils study was done on the site before the application was <br />made. <br />Commissioner Michelotti asked about cleaning up the Arroyo. <br />Mr. Goldsworthy stated considerable work will be done to the <br />Arroyo as conditions of approval -- rip-rap and bank <br />stabilization. Some clean up will have to be done because of the <br />nature of the construction that has to be done to the creek. <br />Don Babbit, Civil Engineer, 39 California Avenue, reviewed the <br />slope stabilization and work to be done on the creek. The area <br />will have rip-rap which will be sanded and grouted from the edge <br />of the concrete lining from 100'. No trees are proposed to be <br />removed in this area. Berlogar (soils engineers/geologists) were <br />hired to do five/six borings on the site down 35'. Several <br />- 6 - <br />r <br />
