Minutes <br />Planning Commission <br />5/27/87 <br />PUD-87-8, Lamb <br />Application of Kristen Lamb for Planned Unit Development rezoning <br />and development plan approval for a six-parcel single-family <br />residential development on an approximately 4.76 acre site <br />located at 2982 Foothill Road. Zoning for the property is <br />R-1-6500 (Single-family Residential) District. <br />Mr. Swift recommended approval of the staff report and stated <br />that the development standards as reflected in proposed Condition <br />No. 2 should read "R-1-20,000," and not "R-1-220,000." Mr. Swift <br />also reported that a letter from the applicant has been <br />distributed which would clarify Condition No. 10. It is <br />requested that the letter be included as part of the approval, <br />and Mr. Swift reported that staff has no problems complying with <br />this request. The letter also has a condition added to it <br />relating to landscape improvements adjacent to the sidewalk. <br />The public hearing was opened. <br />Mike Cooper, Cooper and Sword, stated he agrees with the staff <br />report with the clarification to Condition No. 10 as stated in <br />his letter. The letter further requests Conditions No.8 and 36 <br />be deleted. Mr. Cooper said he would be happy to answer any <br />questions relating to the project itself and that Chris Kinzel is <br />here to address any questions posed relative to <br />traffic/circulation. <br />Chris Kinzel, TJKM, spoke to the special sensitively related to <br />Foothill Road as regards speed, narrowness of street, and traffic <br />volume. <br />Vice Chairman Michelotti asked Mr. Kinzel to address the number <br />of driveways on Foothill Road in the area of the proposed <br />project. Mr. Kinzel reported that between the Lamb property and <br />Bernal Avenue, there are six parcels. The parcels are served by <br />five driveways and one public street. One of the driveways going <br />to the Lamb property could be combined with the one to the south. <br />A center turn lane is ultimately envisioned to serve all of those <br />parcels. Vice Chairman Michelotti asked Mr. Kinzel if he saw any <br />problems with the current driveways prior to the development to <br />the south because of the distance separating them. Mr. Kinzel <br />said the southern driveway gets minimum usage. <br />Don Cottle, 14 Dorrell Drive, Moraga, Kristen Lamb's business <br />partner, stated that they had met with Lee Henderson and tried to <br />incorporate his ideas into the plan. The results are an improved <br />subdivision. Ms. Lamb's parents owned the property for 34 years. <br />Ms. Lamb intends to keep Parcel No. 3 for herself. By completing <br />the subdivision, it would enable her to complete her plan. <br />Lee Henderson, 2870 Foothill Road, stated the plan as submitted <br />has a number of desirable features. Ms. Lamb has generously <br />taken off two lots from the original proposal which is probably <br />unprecedented in Pleasanton. He hoped they would get a bigger <br />price for the larger lots. Mr. Henderson encouraged the eastern <br />side of Foothill Road be put in asphalt instead of rock. There <br />- 12 - <br />
