Minutes <br />Planning Commission <br />May 13, 1987 <br />Children currently go to culverts and other unsafe, unsupervised <br />areas. <br />Angelina Summers, 4757 Sutter Gate, urged denial of the <br />application because of the noise, and lack of privacy. <br />Ms. Summers presented photographs to the Commission for their <br />review showing children skateboarding at the top of the fence <br />line. Ms. Summers said the noise is a hollow, mechanical sound <br />which ends in a thud. Ms. Summers then read the CC&R's which, in <br />her opinion, does not allow skateboard ramps. She then furnished <br />a copy for the benefit of the Commission and staff. Ms. Summers <br />also stated she has single-paned windows unlike her neighbors who <br />have double-pane glass in their windows. She questioned the need <br />for the skateboard ramp to be 9' x 20'. There is a large <br />difference between the sound of skating on a ramp and skating on <br />the sidewalks. If the skateboard is approved as suggested, the <br />approval would be granted for five years, and Ms. Summers was <br />definitely opposed to this length of time. Commissioner Tarver <br />asked if it would be a correct statement to say that Ms. Summers <br />is opposed to the skateboard whether or not it would be relocated <br />to another portion of the yard. Ms. Summers indicated this to be <br />true. <br />Commissioner Michelotti asked if the skateboard was used in <br />compliance with the Code. Ms. Summers said she had given a copy <br />of the ordinance to a child when he was riding the board after <br />4:OOpm. The child indicated to her that he was going to ride it <br />only until Ms. Summers came home. <br />Pam Sargent, 3512 Kamp Drive, stated her son uses the ramp and <br />urged approval of the application for its retention. The <br />children earned money to build the ramp. Ms. Sargent said they <br />would have no problem with the use being reviewed twice a year or <br />more often. Ms. Sargent did not want her son skating in the <br />street because of the safety factor. Their children wear helmets <br />and safety equipment on the ramp and are supervised. There are <br />no public skateboard ramps in the City of Pleasanton. Further <br />while there may be up to eight boys using the skateboard ramp, it <br />is only used by one boy at a time. The children will not be <br />spending more money for noise attenuation until the use has been <br />approved by the Planning Commission. Ms. Sargent indicated that <br />the children would abide by the rules set forth. <br />The applicant and Ms. Sargent then reviewed the photographs <br />furnished earlier by Ms. Summers. Mr. Plummer said he had no <br />comments to the photographs -- the kids were just on the ramp, <br />nothing more. Mr. Plummer did comment that he seriously <br />questioned whether or not they have violated the CC&R's. <br />The public hearing was closed. <br />The Commissioners then discussed the willingness of the applicant <br />to abide by all conditions presented with the exception of moving <br />the ramp. Commissioner Hoyt stated that with two layers of <br />masonite on the ramp, the noise generated would be greatly <br />reduced.
