Minutes <br />Planning Commission <br />May 13, 1987 <br />would then be slightly closer than 20 feet to the property line. <br />Either of these solutions is possible. <br />The public hearing was opened. <br />Bill Plummer, the applicant, stated he has read the staff report <br />and finds it essentially correct with one exception. The <br />recommendation of staff is that the skateboard ramp be moved to <br />the far side of the yard. The areas recommended by staff would <br />cause access problems to the rear of the yard. The site plan <br />shows 9'9" over all and the ramp is 9'. This would leave 9" to <br />12" total width for access to the backyard. If the ramp was was <br />moved as discussed, one couldn't get a lawnmower, wheel barrow, <br />etc. to the yard. The east side of the yard is not being used <br />for anything else at this point and is the best location for the <br />skateboard ramp according to Mr. Plummer. They tried to have <br />minimum impact on the neighbors when they located the ramp at <br />this area. The neighbors only have one window on this side and <br />to his knowledge that area is not a bedroom. The residential <br />area is family-oriented. When children are present, often times <br />there is noise. Mr. Plummer didn't feel that the noise generated <br />by the skateboard ramp was any more than that generated by a <br />jungle jim, basketball, or lawnmowers. Further, they agree to go <br />along with the noise attenuation recommendations and insulate the <br />ramp. Mr. Plummer request that the ramp be allowed to stay at <br />its present location with noise attenuation in place. <br />Chairman Lindsey discussed the various locations discussed in the <br />staff report with Mr. Swift. <br />Commissioner Michelotti asked Mr. Plummer if his patio was <br />covered. Mr. Plummer stated it is not covered at the present <br />time, but it is his intention to cover it this summer. <br />Chuck Steel, 1822 Rheem Circle, represented a friend living <br />direction to the south of the skateboard ramp who could not be <br />present at tonight's hearing. The skateboard ramp is next to the <br />bedroom window. Mr. Steel urged denial of the application and <br />suggested the children go elsewhere for skating. Commissioner <br />Tarver asked if noise has been heard as a result of the <br />skateboard ramp. Mr. Steel stated that his friend has called the <br />Police, in the past, because of the noise. <br />Susan Blair, 2717 Larakeet Circle, spoke in support of this <br />application, stating she felt it keeps children safe and off the <br />streets. The skateboard ramp has not caused their property <br />values to go down as 4-5 homes have sold at their asking price <br />within three weeks. Children are in school until 3:30pm which <br />allows them only one-half hour during the week, and one hour in <br />the evening to skate. Commissioner Tarver asked if Mrs. Blair <br />had a child who uses the ramp. Mrs. Blair said she has a <br />daughter who doesn't use the ramp. <br />Bill Pakulski, 2721 Laramie Gate, stated <br />skateboard ramp. While there are provisions <br />people in Pleasanton, there are no facilities <br />- 5 - <br />his son uses the <br />for sports-minded <br />for skateboarding. <br />t <br />
