Minutes <br />Planning Commission <br />May 13, 1987 <br />Mr. Brabec felt it would be prudent to put the decision on this <br />application in abeyance until a decision has been reached for the <br />entire area, i.e., Martin Avenue, the middle school, etc. <br />Chairman Lindsey asked what effect the middle school would have <br />in the traffic of the entire area. Mr. Swift reviewed the <br />possible scenarios. <br />Commissioner Michelotti stated that it is not known at this time <br />whether or not Martin Avenue will be extended. It is not <br />supposed to be a thoroughfare to Stoneridge Drive. <br />Commissioner Michelotti urged interested persons to contact <br />Chandler Lee about the specific plan proposed for the area. <br />Mr. Swift stated that it is a function of use as to whether or <br />not to close the street. The Selways want to close the street so <br />that it can't be opened in the future. The developer of bas <br />Homes agrees to furnish public street improvements. If the <br />decision is to close Cameron, the PUD would have to be modified <br />to accommodate this change. Staff would recommend the street be <br />constructed as currently proposed and be fenced off so it can be <br />opened in the future. The City has done this in instances in the <br />past, i.e., Secretariat, was closed to Northwood Drive. <br />Chairman Lindsey stated that it was never his intention when <br />making the motion for this application to have Cameron Drive <br />closed off by putting a house at the end of it. If the street is <br />to be closed, he would support staff's recommendation, that it be <br />completed and to gate it off. <br />Commissioner Michelotti asked if bas Homes would complete the <br />street. Mr. Swift stated that bas Homes would complete the <br />street to Shea Homes' boundary and Shea Homes would finish it <br />when they complete their development. <br />Commissioner Tarver recommended completing Cameron Avenue, gating <br />it off, and subjecting removal of the gates to public review. <br />Mr. Brabec again asked the staff to put this issue in abeyance. <br />George Szeman, 3617 Kamp Drive, felt Cameron Avenue should be <br />blocked off. Chairman Lindsey asked Mr. Szeman if he would agree <br />with blocking off Cameron today with the idea that the entire <br />area will be reviewed from a traffic standpoint. Mr. Szeman said <br />he could agree with that. Mr. Szeman asked for all persons in <br />the audience from Mohr Park to raise their hands. Many persons <br />in the audience raised their hands. Mr. Szeman stated that the <br />map on the wall doesn't include all of the developments of the <br />area and is misleading. There are still 43 homes along Kamp <br />Drive which are still unoccupied, therefore, the development is <br />not fully represented at this meeting. <br />Mr. Szeman stated he is confused with the staff report page 3, <br />top paragraph, closure of Martin, Mohr House, land use of the Chu <br />property, and emergency access.
