Minutes <br />Planning Commission <br />Wednesday, April 22, 1987 <br />Mr. Szeman asked the Commission to address the possibility of a <br />junior high school being put in their area. Mr. Swift reported <br />that currently negotiations are in process. <br />Thor Hansen, 3645 Kamp Drive, felt development is completely out <br />of control. He felt the same issue happened on East Angela <br />Street/Neal Street with the development of the Catholic Church. <br />Mr. Hansen then addressed the width of the streets - private <br />streets can be 28' but a public streets cannot. Traffic always <br />takes the shortest route. Mr. Hansen would prefer to see a plan <br />that addresses the entire area. It makes no sense to bring all <br />of the traffic down a very narrow street. <br />Bob Borchert, 3750 Cameron Drive was concerned with one-half <br />street to his home being private and the other half being public <br />from a liability standpoint. When he purchased his home he was <br />told Cameron wouldn't go through and now it appears that it is <br />supposed to do just that. Mr. Borchert would prefer to keep the <br />street 28' but have it public because people in the City will be <br />using it. Mr. Borchert asked what would happen if someone got <br />hit on a bicycle, who would be responsible on a public-private <br />street. From a maintenance standpoint he felt a private street <br />which is uncontrolled is the City's responsibility. <br />Commissioner Michelotti asked how much property Mr. Borchert has <br />in the area. Mr. Borchert said he has one acre and lives in the <br />home previously occupied by Dr. Panganiban. This site is part of <br />a larger, recently subdivided, five acre parcel. <br />Mr. Swift reported that the Cameron Avenue extension has been <br />planned for years. The City is in the process of doing a <br />specific plan for the Chu-Staples et al properties to the north <br />of Kamp Drive. A major portion of the plan will be to determine <br />the street pattern to minimize through traffic problems. Pains <br />have been taken to assure Martin Avenue will not go through as a <br />major street. The street pattern, however, has not been <br />finalized as part of that specific plan. Mr. Swift invited Mr. <br />Borchert to come to the Planning Department to see what is <br />proposed by those property owners. <br />Glen Helprin, 3609 Cameron Drive, asked the Planning Commission <br />to ensure that new development would not create an adverse effect <br />on the nearby areas. Mr. Helprin suggested that perhaps Cameron <br />should be left as it is. <br />Janet Gorlow, 3637 Kamp Drive, was opposed to having a <br />thoroughfare as she and others in the area have very young <br />children who cross the residential streets. <br />Jim Liu, 3625 Kamp Drive, stated that Shea Homes certainly didn't <br />highlight the fact that Cameron Avenue would go through to Kamp <br />Drive. They prefer to see Cameron stopped and not go through to <br />Kamp, and they do understand the concern from the Fire Department <br />to have two accesses. They would like the methodology to create <br />an obstruction using speed bumps, stop signs, etc. to slow <br />traffic. Mr. Liu asked how they can work with the City to <br />- 8 - <br />
