Minutes <br />Planning Commission <br />April 8, 1987 <br />Commissioner Mahern asked what income level would be required to <br />qualify for $85,500 loan. Mr. Ferreri said roughly $3200 a month <br />would be needed. <br />The Commission then discussed median income levels with staff and <br />the developer. Mr. Swift reported that the Tri-Valley area <br />median income level is approximately $36,000 per year. <br />Commissioner Tarver asked what delay would mean relative to the <br />product price. Mr. Ferreri said this would be difficult to <br />answer because of all of the unknown factors. <br />Margaret Tracy, 1262 Madison Avenue, Livermore, stated this <br />project isn't low or moderate income but is expensive housing. <br />She said it seems to her that from a standpoint on I-580, <br />approval would be a massive intrusion of man. She would be sorry <br />to see a spilling out of urban development away from the valley <br />core. Developments such as this needs to be close to schools and <br />other services. She said the project would be an admirable one <br />if it was close to existing jobs which could reduce traffic. <br />Chairman Lindsey asked if Mrs. Tracy's comments were personal or <br />those of a group. Mrs. Tracy, PARC, stated her group will meet <br />next week and hasn't addressed this issue yet. <br />Don Otto, 11276 Dublin Canyon Road, asked about public notice. <br />It was explained that notices are sent to within 300 feet of <br />project site. Mr. Otto reported is is approximately 2400 feet <br />away from Foothill Road. Mr. Otto said the project didn't show <br />him anything and asked if it will cross the creek any where. <br />Mr. Ferreri said there will be a bridge across the creek that <br />will provide a dual lane with landscaping. There will also be a <br />deceleration right turn lane. The bridge will have to conform to <br />Zone 7 requirements. <br />Mr. Otto then asked the developer several other questions <br />relative to the parking spaces provided and whether or not the <br />count included the garages. Mr. Ferreri said the count does <br />include the garages. Mr. Otto then asked about the runoff from <br />the creek. Mr. Ferreri said there will be no more runoff than <br />currently exists. The property slopes to the creek. Mr. Otto <br />commented that he is down stream from the proposed development. <br />Mr. Otto then addressed four lanes on Dublin Road. Mr. Ferreri <br />said staff is recommendation the road be designed the same as it <br />is in front of Farmers which is basically three lanes. Mr. Swift <br />said the alignment will be left to provide four lanes because it <br />is unknown what will happen further up Dublin Canyon Road. <br />However, it is only proposed at this time that a two-lane road <br />with a median be constructed. <br />Jack Hovingh, Muirwood Drive, commended Mr. Ferreri on his fine <br />project in providing housing for $90,000. Mr. Hovingh felt the <br />condition first owner must occupy the dwelling unit is superb. <br />Mr. Hovingh said he also has concerns with traffic but in his <br />opinion, the positive value of this development offsets temporary <br />high levels of service. <br />The public hearing was closed. <br />- 7 - <br />
